Kuvendi i Kosov\u00ebs, me 99 vota p\u00ebr, asnj\u00eb kund\u00ebr dhe asnj\u00eb abstenim, e ka miratuar deklarat\u00ebn p\u00ebr aktgjykimin e Dhomave t\u00eb Specializuara n\u00eb Hag\u00eb ndaj Hashim Tha\u00e7it, Kadri Veselit, Jakup Krasniqit dhe Rexhep Selimit.<\/strong><\/p>\n

Deklarata e inicuar nga Partia Demokratike e Kosov\u00ebs u harmonizua me t\u00eb gjitha grupet parlamentare shqiptare.<\/p>\n

N\u00eb deklarat\u00eb, Kuvendi shpreh shqet\u00ebsimin e thell\u00eb p\u00ebr aktgjykimin e shkall\u00ebs s\u00eb par\u00eb dhe p\u00ebr munges\u00ebn e transparenc\u00ebs dhe shkeljen e standardeve t\u00eb gjykimit t\u00eb drejt\u00eb.<\/p>\n

Kuvendi, me k\u00ebt\u00eb deklarat\u00eb, e konsideron t\u00eb papranuesh\u00ebm p\u00ebrfundimin p\u00ebr ekzistenc\u00ebn e nj\u00eb q\u00ebllimi kriminal t\u00eb p\u00ebrbashk\u00ebt, si dhe p\u00ebrgjegj\u00ebsin\u00eb q\u00eb, mbi at\u00eb p\u00ebrfundim, i \u00ebsht\u00eb atribuuar kat\u00ebr ish-krer\u00ebve t\u00eb Ushtris\u00eb \u00c7lirimtare t\u00eb Kosov\u00ebs.<\/p>\n

P\u00ebrmes deklarat\u00ebs, Kuvendi u k\u00ebrkon t\u00eb gjitha institucioneve shtet\u00ebrore q\u00eb t\u2019i nd\u00ebrmarrin veprimet e nevojshme p\u00ebr mbrojtjen e s\u00eb v\u00ebrtet\u00ebs dhe t\u00eb past\u00ebrtis\u00eb s\u00eb luft\u00ebs. Ai b\u00ebn thirrje p\u00ebr hartimin e nj\u00eb strategjie t\u00eb p\u00ebrbashk\u00ebt shtet\u00ebrore, me veprime juridike, institucionale dhe diplomatike.<\/p>\n

Deklarata rikujton se lufta e U\u00c7K-s\u00eb lindi n\u00eb rrethanat e represionit dhe krimeve t\u00eb regjimit t\u00eb Sllobodan Millosheviqit. Ajo thekson r\u00ebnd\u00ebsin\u00eb vendimtare t\u00eb nd\u00ebrhyrjes s\u00eb NATO-s p\u00ebr ndalimin e dhun\u00ebs dhe \u00e7lirimin e Kosov\u00ebs, si dhe bashk\u00ebpunimin e saj me U\u00c7K-n\u00eb.<\/p>\n

Kuvendi vler\u00ebson gjithashtu se Dhomat e Specializuara kan\u00eb dal\u00eb jasht\u00eb mandatit p\u00ebr t\u00eb cilin Kuvendi pranoi themelimin e tyre.<\/p>\n

Kuvendi i Republik\u00ebs s\u00eb Kosov\u00ebs, si institucioni p\u00ebrfaq\u00ebsues i qytetar\u00ebve dhe shprehje e vullnetit t\u00eb tyre demokratik, n\u00eb seanc\u00ebn plenare t\u00eb mbajtur m\u00eb 28.09.2026;<\/p>\n

Duke kujtuar se liria dhe pavar\u00ebsia e Kosov\u00ebs jan\u00eb fryt i nj\u00eb p\u00ebrpjekjeje t\u00eb gjat\u00eb p\u00ebr dinjitet njer\u00ebzor, barazi dhe t\u00eb drejt\u00ebn e nj\u00eb populli p\u00ebr t\u00eb vendosur vet\u00eb p\u00ebr t\u00eb ardhmen e tij;<\/p>\n

Duke rikujtuar se lufta e popullit p\u00ebr liri dhe pavar\u00ebsi p\u00ebrmes Ushtris\u00eb \u00c7lirimtare t\u00eb Kosov\u00ebs lindi n\u00eb rrethanat e represionit sistematik dhe krimeve gjenocidale t\u00eb Serbis\u00eb, kur popullit t\u00eb Kosov\u00ebs po i mohoheshin t\u00eb drejtat themelore dhe vet\u00eb mund\u00ebsia p\u00ebr t\u00eb jetuar i lir\u00eb n\u00eb vendin e tij;<\/p>\n

Duke njohur r\u00ebnd\u00ebsin\u00eb vendimtare t\u00eb nd\u00ebrhyrjes s\u00eb NATO-s p\u00ebr ndalimin e dhun\u00ebs ndaj popullit t\u00eb Kosov\u00ebs dhe p\u00ebr \u00e7lirimin e vendit.<\/p>\n

Duke theksuar se asnj\u00eb aktgjykim nuk mund ta zhb\u00ebj\u00eb t\u00eb v\u00ebrtet\u00ebn historike t\u00eb luft\u00ebs n\u00eb Kosov\u00eb. Serbia ushtroi gjenocid e krime kund\u00ebr njer\u00ebzimit; zhvilloi nj\u00eb fushat\u00eb t\u00eb eg\u00ebr terrori dhe spastrimi etnik n\u00eb Kosov\u00eb; masakroi civil\u00eb t\u00eb pafajsh\u00ebm, vrau f\u00ebmij\u00eb, gra e t\u00eb moshuar, dhun\u00eb seksuale si arm\u00eb lufte, d\u00ebboi me forc\u00eb popullsin\u00eb dhe dogji e shkat\u00ebrroi fshatra e qytete t\u00eb t\u00ebra. K\u00ebto krime ishin sistematike, pasojat e t\u00eb cilave r\u00ebndojn\u00eb edhe sot mbi mij\u00ebra familje.<\/p>\n

I bindur se respektimi i shtetit t\u00eb s\u00eb drejt\u00ebs p\u00ebrfshin edhe t\u00eb drejt\u00ebn dhe p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr t\u00eb kund\u00ebrshtuar, me mjete ligjore dhe institucionale, nj\u00eb aktgjykim q\u00eb vler\u00ebsohet i padrejt\u00eb;<\/p>\n

Liria dhe pavar\u00ebsia e Kosov\u00ebs jan\u00eb t\u00eb lidhura ngusht\u00eb me sakrific\u00ebn e brezave, me rezistenc\u00ebn politike dhe paq\u00ebsore t\u00eb udh\u00ebhequr nga Presidenti Ibrahim Rugova, me luft\u00ebn e Ushtris\u00eb \u00c7lirimtare t\u00eb Kosov\u00ebs (U\u00c7K) dhe me mb\u00ebshtetjen vendimtare t\u00eb aleat\u00ebve tan\u00eb per\u00ebndimor\u00eb, p\u00ebrfshir\u00eb NATO-n.<\/p>\n

Kuvendi i Republik\u00ebs s\u00eb Kosov\u00ebs, si institucioni p\u00ebrfaq\u00ebsues i qytetar\u00ebve dhe shprehje e vullnetit t\u00eb tyre demokratik, shpreh shqet\u00ebsimin e tij t\u00eb thell\u00eb ndaj aktgjykimit t\u00eb shkall\u00ebs s\u00eb par\u00eb kund\u00ebr Hashim Tha\u00e7it, Kadri Veselit, Rexhep Selimit dhe Jakup Krasniqit.<\/p>\n

Konsideron si t\u00eb papranuesh\u00ebm p\u00ebrfundimin p\u00ebr ekzistenc\u00ebn e nj\u00eb q\u00ebllimi kriminal t\u00eb p\u00ebrbashk\u00ebt.<\/p>\n

K\u00cbRKON nga t\u00eb gjitha institucionet shtet\u00ebrore t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs q\u00eb t\u00eb nd\u00ebrmarrin t\u00eb gjitha veprimet e nevojshme p\u00ebr mbrojtjen e s\u00eb v\u00ebrtet\u00ebs dhe t\u00eb past\u00ebrtis\u00eb s\u00eb luft\u00ebs \u00e7lirimtare t\u00eb popullit t\u00eb Kosov\u00ebs. Kuvendi b\u00ebn thirrje p\u00ebr hartimin e nj\u00eb strategjie t\u00eb p\u00ebrbashk\u00ebt shtet\u00ebrore, n\u00eb kuad\u00ebr t\u00eb s\u00eb cil\u00ebs t\u00eb bashk\u00ebrendohen veprimet juridike, institucionale dhe diplomatike p\u00ebr mbrojtjen dhe afirmimin e s\u00eb v\u00ebrtet\u00ebs s\u00eb plot\u00eb historike mbi luft\u00ebn e drejt\u00eb p\u00ebr liri dhe \u00e7lirim t\u00eb Kosov\u00ebs.<\/p>\n

N\u00eb Kosov\u00ebn e viteve 1998\u20131999, ekzistenca e nj\u00eb nd\u00ebrmarrje t\u00eb p\u00ebrbashk\u00ebt kriminale p\u00ebr d\u00ebbimin e shqiptar\u00ebve nga Kosova \u00ebsht\u00eb v\u00ebrtetuar tashm\u00eb me aktgjykime t\u00eb Tribunalit Nd\u00ebrkomb\u00ebtar p\u00ebr ish-Jugosllavin\u00eb, ndaj drejtuesve politik\u00eb, ushtarak\u00eb dhe policor\u00eb t\u00eb Jugosllavis\u00eb dhe Serbis\u00eb.<\/p>\n

Ajo u zbatua p\u00ebrmes strukturave t\u00eb nj\u00eb shteti q\u00eb kishte n\u00ebn kontroll ushtrin\u00eb, policin\u00eb dhe mjetet e tjera t\u00eb pushtetit. Ky \u00ebsht\u00eb konteksti historik dhe gjyq\u00ebsor q\u00eb duhet t\u00eb mbetet i qart\u00eb sa her\u00eb flitet p\u00ebr luft\u00ebn n\u00eb Kosov\u00eb.<\/p>\n
