{"id":77768,"date":"2026-09-12T10:44:08","date_gmt":"2026-09-12T10:44:08","guid":{"rendered":"https:\/\/permbledhja.com\/?p=77768"},"modified":"2026-09-12T10:44:08","modified_gmt":"2026-09-12T10:44:08","slug":"be-thirrje-te-gjitha-shteteve-dhe-paleve-qe-ta-respektojne-verdiktin-e-speciales-vendimi-mund-te-apelohet","status":"publish","type":"post","link":"https:\/\/permbledhja.com\/sq\/be-thirrje-te-gjitha-shteteve-dhe-paleve-qe-ta-respektojne-verdiktin-e-speciales-vendimi-mund-te-apelohet\/","title":{"rendered":"BE thirrje t\u00eb gjitha shteteve dhe pal\u00ebve q\u00eb ta respektojn\u00eb verdiktin e Speciales: Vendimi mund t\u00eb apelohet"},"content":{"rendered":"<p><strong>Bashkimi Europian, si nj\u00eb nga mb\u00ebshtet\u00ebsit kryesor\u00eb t\u00eb Dhomave t\u00eb Specializuara t\u00eb Kosov\u00ebs, ka k\u00ebrkuar respektimin e vendimit q\u00eb do t\u00eb merret ndaj kat\u00ebr t\u00eb akuzuarve n\u00eb Hag\u00eb, Hashim Tha\u00e7i, Kadri Veseli, Jakup Krasniqi e Rexhep Selimi.<\/strong><\/p>\n<p><em>\u201cN\u00eb prag t\u00eb shpalljes s\u00eb aktgjykimit t\u00eb shkall\u00ebs s\u00eb par\u00eb n\u00eb \u00e7\u00ebshtjen e Prokurorit t\u00eb Specializuar kund\u00ebr Hashim Tha\u00e7it, Kadri Veselit, Rexhep Selimit dhe Jakup Krasniqit, u b\u00ebjm\u00eb thirrje t\u00eb gjitha shteteve dhe pal\u00ebve q\u00eb t\u00eb respektojn\u00eb procedurat gjyq\u00ebsore t\u00eb Dhomave t\u00eb Specializuara t\u00eb Kosov\u00ebs dhe vendimin\u201d<\/em>, thon\u00eb nga Brukseli.<\/p>\n<p>BE potencoi mb\u00ebshtetjen e kahershme t\u00eb saj p\u00ebr Dhomat e Specializuara t\u00eb Kosov\u00ebs (DHSK) si \u201cnj\u00eb institucion gjyq\u00ebsor i pavarur\u201d, nd\u00ebrsa rikujtoi se \u00ebsht\u00eb \u201cthemeluar me vendime t\u00eb Kuvendit t\u00eb Kosov\u00ebs n\u00eb vitet 2014\u20132015\u201d.<\/p>\n<p><em>\u201cParlamenti i Kosov\u00ebs (p\u00ebrmes nj\u00eb amendamenti kushtetues) autorizoi zhvendosjen e procedurave n\u00eb Hag\u00eb, p\u00ebr t\u00eb ndihmuar n\u00eb garantimin e procedurave gjyq\u00ebsore t\u00eb pavarura, t\u00eb paanshme dhe t\u00eb drejta n\u00eb lidhje me pretendimet p\u00ebr krime t\u00eb r\u00ebnda t\u00eb kryera gjat\u00eb dhe pas konfliktit n\u00eb Kosov\u00eb\u201d.<\/em><\/p>\n<p>Por, BE\u2019ja v\u00eb n\u00eb pah se vendimi i 16 shtatorit nuk \u00ebsht\u00eb fundi i procesit gjyq\u00ebsor dhe se ai mund t\u00eb apelohet nga t\u00eb dyja pal\u00ebt.<\/p>\n<p><em>\u201cAshtu si n\u00eb t\u00eb gjitha procedurat e tjera gjyq\u00ebsore, ndaj aktgjykimeve t\u00eb shkall\u00ebs s\u00eb par\u00eb mund t\u00eb ushtrohet ankes\u00eb si nga mbrojtja, ashtu edhe nga prokuroria\u201d.<\/em><\/p>\n<p>N\u00eb fund, Bashkimi Europian thot\u00eb se \u201cpuna e Dhomave t\u00eb Specializuara t\u00eb Kosov\u00ebs \u00ebsht\u00eb e r\u00ebnd\u00ebsishme p\u00ebr promovimin e llogaridh\u00ebnies dhe njohjen e p\u00ebrvojave t\u00eb viktimave dhe familjeve t\u00eb tyre nga t\u00eb gjitha komunitetet e Kosov\u00ebs\u201d.<\/p>\n<p>N\u00eb mbrojtje t\u00eb kat\u00ebr ish-krer\u00ebve t\u00eb U\u00c7K\u2019s\u00eb n\u00eb Prishtin\u00eb sot do t\u00eb nis\u00eb nj\u00eb marsh paq\u00ebsor nga ora 14:00 ku pritet t\u00eb vijn\u00eb qytetar\u00eb nga e gjith\u00eb Kosova. K\u00ebrkesa e tyre \u00ebsht\u00eb drejt\u00ebsia p\u00ebr Tha\u00e7in, Veselin, Krasniqin e Selimin.<\/p>\n<p>Nd\u00ebrkoh\u00eb, i gjith\u00eb procesi gjyq\u00ebsor n\u00eb Hag\u00eb \u00ebsht\u00eb p\u00ebrcjell\u00eb me kritika nga Kosova p\u00ebr pun\u00ebn e Gjykat\u00ebs Speciale, duke e quajtur at\u00eb si t\u00eb nj\u00ebanshme.<\/p>\n<p>Aktakuza e Prokurorit t\u00eb Specializuar p\u00ebrmban 10 pika ndaj kat\u00ebrshes, gjasht\u00eb prej t\u00eb cilave jan\u00eb p\u00ebr krime kund\u00ebr njer\u00ebzimit dhe kat\u00ebr p\u00ebr krime lufte. N\u00eb fillim t\u00eb k\u00ebtij viti ZPS kishte k\u00ebrkuar nga 45 vjet burgim p\u00ebr t\u00eb akuzuarit.<\/p>\n<p>Specialja ishte formuar n\u00eb vitin 2015, nd\u00ebrsa kishte nisur t\u00eb operoj\u00eb nga vitet 2016-2017 pas shk\u00ebmbimeve t\u00eb letrave Kosov\u00eb-BE, ndryshimeve kushtetuese dhe marr\u00ebveshjes me Holand\u00ebn p\u00ebr zhvendosjen e Dhomave t\u00eb Specializuara atje.<\/p>\n<p>Formimi i saj kishte ardhur pas nj\u00eb presioni t\u00eb madh nd\u00ebrkomb\u00ebtar dhe miqve m\u00eb t\u00eb m\u00ebdhenj t\u00eb Kosov\u00ebs, amerikan\u00ebve. Gjykata i ishte k\u00ebrkuar gjat\u00eb vizit\u00ebs s\u00eb Sekretarit Amerikan t\u00eb Shtetit John Kerry n\u00eb dhjetor t\u00eb vitit 2015. Ai kishte k\u00ebrkuar \u201cq\u00eb Kosova t\u00eb p\u00ebrmbush\u00eb angazhimin e saj p\u00ebr t\u00eb krijuar nj\u00eb gjykat\u00eb speciale q\u00eb mund t\u00eb trajtoj\u00eb \u00e7\u00ebshtjet q\u00eb rrjedhin nga vite t\u00eb t\u00ebra konflikti, n\u00eb m\u00ebnyr\u00eb q\u00eb akuzat t\u00eb mund t\u00eb zgjidhen nj\u00eb her\u00eb e p\u00ebrgjithmon\u00eb dhe vendi t\u00eb mund t\u00eb pajtohet me t\u00eb kaluar\u00ebn\u201d.<\/p>\n<p>Disa muaj m\u00eb her\u00ebt n\u00eb korrik t\u00eb 2015\u2019\u00ebs, Victoria Nuland, Ndihm\u00ebs Sekretare e Shtetit, pasi p\u00ebr her\u00eb t\u00eb par\u00eb Specialja s\u2019kishte marr\u00eb aprovimin e Parlamentit kishte qen\u00eb edhe m\u00eb eksplicite.<\/p>\n<p><em>\u201cN\u00ebse nuk e krijoni ju vet\u00eb k\u00ebt\u00eb
