Ky projekt ishte nj\u00ebri nga premtimet kryesore t\u00eb kryetarit t\u00eb Komun\u00ebs s\u00eb Prishtin\u00ebs, P\u00ebrparim Rama, por ka hasur pengesa, pasi lokacioni cenon shtat\u00eb monumente q\u00eb gjenden p\u00ebrreth.<\/p>\n

Ushtruesja e detyr\u00ebs s\u00eb drejtoresh\u00ebs n\u00eb IKMM, Rrezarta Loxha-Vitaku, ka shpjeguar p\u00ebr Telegrafin<\/strong><\/em><\/a> mang\u00ebsit\u00eb profesionale dhe teknike q\u00eb, sipas vler\u00ebsimit t\u00eb institucionit, e b\u00ebjn\u00eb projektin t\u00eb papranuesh\u00ebm n\u00eb form\u00ebn aktuale.<\/p>\n

\u201cLokacioni i propozuar p\u00ebr n\u00ebnkalim n\u00eb rrug\u00ebn Agim Ramadani gjendet n\u00eb hap\u00ebsir\u00ebn e Qendr\u00ebs Historike t\u00eb Prishtin\u00ebs. Qendra historike e Prishtin\u00ebs \u00ebsht\u00eb aset i trash\u00ebgimis\u00eb kulturore n\u00eb mbrojtje ligjore, e p\u00ebrcaktuar n\u00eb kategorin\u00eb trash\u00ebgimi arkitekturore, n\u00ebnkategoria \u2013 fush\u00eb e konservimit arkitektural\u201d<\/em>, tha ajo.<\/p>\n

\u201cHap\u00ebsira e qendr\u00ebs historike n\u00eb mbrojtje \u00ebsht\u00eb e p\u00ebrcaktuar me dy kufij: perimetri dhe zona e mbrojtur\/mbrojt\u00ebse. N\u00eb k\u00ebto hap\u00ebsira, t\u00eb gjitha nd\u00ebrhyrjet t\u00eb \u00e7far\u00ebdo lloj natyre n\u00ebnshtrohen studimeve dhe planifikimeve t\u00eb konservimit dhe modifikimeve, sipas parimeve, rregullave dhe standarteve t\u00eb p\u00ebrcaktuara n\u00eb korniz\u00ebn ligjore nd\u00ebrkomb\u00ebtare dhe nacionale. Nd\u00ebrlidhur me k\u00ebt\u00eb, Ligji nr. 02\/L-88 p\u00ebr trash\u00ebgimi kulturore, neni 6, p\u00ebrcakton: Pika 6.5 \u2013 Ansamblet dhe hap\u00ebsirat e konservuara arkitekturale n\u00ebn mbrojtje mund t\u00eb jen\u00eb n\u00eb ambiente rurale ose urbane. Nd\u00ebrtesat e p\u00ebrfshira n\u00eb ansamble dhe hap\u00ebsira t\u00eb tilla jan\u00eb t\u00eb mbrojtura nga jasht\u00eb dhe p\u00ebrcaktohen si sip\u00ebrfaqe t\u00eb mbrojtura n\u00eb pajtueshm\u00ebri me nenin 2 t\u00eb Ligjit nr. 2003\/14 p\u00ebr planifikim hap\u00ebsinor dhe mund t\u00eb klasifikohen si zon\u00eb e ve\u00e7ant\u00eb n\u00eb pajtueshm\u00ebri me nenin 12 t\u00eb t\u00eb nj\u00ebjtit ligj\u201d.<\/em><\/p>\n

Loxha-Vitaku theksoi se \u201cIKMM, me komisionin profesional shqyrtues si organ kompetent p\u00ebr trash\u00ebgimi kulturore \u2013 arkitekturore, t\u00eb gjitha k\u00ebrkesat dhe projektet i shqyrton sipas rregullave t\u00eb p\u00ebrcaktuara n\u00eb legjislacionin e trash\u00ebgimis\u00eb kulturore. N\u00eb k\u00ebt\u00eb kuad\u00ebr \u00ebsht\u00eb shqyrtuar dhe rishqyrtuar projekti p\u00ebr n\u00ebnkalimin Agim Ramadani.<\/p>\n

“Bazuar n\u00eb zgjidhjen e ofruar, \u00ebsht\u00eb konstatuar se p\u00ebrmbajtja e projektit p\u00ebrb\u00ebn transformim rr\u00ebnj\u00ebsor fizik t\u00eb terrenit, nd\u00ebrhyrje q\u00eb konsiderohet ndryshim i thell\u00eb invaziv dhe i p\u00ebrhersh\u00ebm i profilit natyror t\u00eb terrenit. Nd\u00ebrhyrjet e tilla jan\u00eb t\u00eb ndaluara me aktin p\u00ebrkat\u00ebs ligjor, Rregullore (MKRS) nr. 04\/2024 p\u00ebr p\u00ebrcaktimin e perimetrit dhe zon\u00ebs mbrojt\u00ebse t\u00eb aseteve t\u00eb trash\u00ebgimis\u00eb kulturore, Neni 31 \u2013 Aktivitetet e Ndaluara n\u00eb Perimetra dhe Zona Mbrojt\u00ebse, pika 1.6\u201d<\/em>, potencoi ajo.<\/p>\n

Loxha-Vitaku shtoi se: \u201cN\u00eb hap\u00ebsirat brenda perimetrit t\u00eb asetit t\u00eb trash\u00ebgimis\u00eb kulturore arkitekturore lejohen nd\u00ebrhyrje konservuese dhe modifikuese p\u00ebr rigjenerim, p\u00ebrmes hartimit t\u00eb studimit dhe planit p\u00ebrkat\u00ebs, me nd\u00ebrhyrje minimale (jo-invasive) q\u00eb mb\u00ebshtesin nevojat bashk\u00ebkohore dhe nuk cenojn\u00eb autenticitetin dhe integritetin e asetit. Studimet hartohen nga ekipe t\u00eb specializuara multidisiplinare p\u00ebr konservimin e qendrave historike, duke p\u00ebrfshir\u00eb planer\u00eb dhe arkitekt\u00eb p\u00ebr konservimin urban\u201d.<\/p>\n

\u201cDuke njohur gjendjen dhe nevojat p\u00ebr rigjenerimin e hap\u00ebsir\u00ebs s\u00eb Qendr\u00ebs Historike n\u00eb Prishtin\u00eb, IKMM vler\u00ebson se ka nevoj\u00eb p\u00ebr rigjenerime t\u00eb duhura. P\u00ebr hartimin e studimeve dhe planit t\u00eb mir\u00ebfillt\u00eb k\u00ebrkohet zhvillimi i politik\u00ebs dhe programit t\u00eb p\u00ebrbashk\u00ebt nd\u00ebrmjet institucioneve t\u00eb trash\u00ebgimis\u00eb kulturore dhe planifikimit hap\u00ebsinor, si\u00e7 p\u00ebrcaktohet n\u00eb Ligjin p\u00ebr Trash\u00ebgimi Kulturore Nr. 02\/L-88, neni 6, pika 6.6\u201d<\/em>, p\u00ebrfundoi ajo.<\/p>\n

Loxha-Vitaku ritheksoi se \u201cLigji p\u00ebr trash\u00ebgimi kulturore \u00ebsht\u00eb ligj me interes vital, sipas Kushtetut\u00ebs s\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs, neni 8, pika 5, dhe obligon t\u00eb gjith\u00eb personat fizik e juridik, pronar\u00ebt dhe institucionet publike p\u00ebr ruajtjen dhe mbrojtjen e trash\u00ebgimis\u00eb kulturore, si pjes\u00eb integrale e territorit t\u00eb Kosov\u00ebs dhe vler\u00eb e p\u00ebrgjithshme komb\u00ebtare (Ligji Nr. 04\/L-174, Neni 1, pika 1)\u201d.<\/p>\n
