Pak dit\u00eb e ndajn\u00eb Kosov\u00ebn nga zgjedhja e presidentes apo presidentit, ose vendi do t\u00eb shkoj\u00eb n\u00eb zgjedhje parlamentare t\u00eb jasht\u00ebzakonshme.<\/strong><\/p>\n

Asnj\u00eb em\u00ebr konsensual deri tash nuk e kan\u00eb gjetur partit\u00eb politike parlamentare. Konsensus nuk ka as p\u00ebr presidenten aktuale Vjosa Osmani, e cila ka shprehur vet\u00eb kandidatur\u00ebn.<\/p>\n

Kjo e fundit tashm\u00eb \u00ebsht\u00eb deklaruar se d\u00ebshiron t\u00eb kandidoj\u00eb edhe p\u00ebr nj\u00eb mandat pes\u00ebvje\u00e7ar, por p\u00ebr kandidimin e saj nevojiten t\u00eb pakt\u00ebn 30 n\u00ebnshkrime t\u00eb deputet\u00ebve, t\u00eb cilat Osmani akoma nuk i ka siguruar. Presidentja Osmani nuk ka folur publikisht n\u00ebse ka siguruar n\u00ebnshkrimet e nevojshme p\u00ebr kandidimin e saj. Por zyrtarisht akoma nuk ka zgjidhje.<\/p>\n

Pas nj\u00eb takimi q\u00eb zhvilloi me t\u00eb ngarkuar\u00ebn e ambasad\u00ebs amerikane n\u00eb Prishtin\u00eb, Anu Prattipati, Osmani p\u00ebrmendi r\u00ebnd\u00ebsin\u00eb e p\u00ebrmbylljes s\u00eb proceseve kushtetuese dhe konsolidimit t\u00eb plot\u00eb institucional, n\u00eb funksion t\u00eb, si\u00e7 thot\u00eb ajo, “stabilitetit demokratik, zhvillimit t\u00eb vendit dhe adresimit t\u00eb nevojave t\u00eb qytetar\u00ebve\u201d.<\/p>\n

LVV-ja akoma nuk ka mbledhur n\u00ebnshkrime<\/strong><\/p>\n

Shumica n\u00eb Kuvendin e Kosov\u00ebs, q\u00eb p\u00ebrb\u00ebhet nga L\u00ebvizja Vet\u00ebvendosje dhe pakicat joserbe, nuk d\u00ebshiron t\u00eb propozoj\u00eb nj\u00eb em\u00ebr t\u00eb tyre p\u00ebr president apo presidente, p\u00ebr faktin se i kan\u00eb vet\u00ebm 66 vota n\u00eb Kuvend. E pa vot\u00ebn e partive opozitare nuk arrihet numri prej 80 votash t\u00eb nevojshme p\u00ebr zgjedhjen e Presidentit, prandaj k\u00ebrkohet konsensus. K\u00ebt\u00eb q\u00ebndrim e shprehu z\u00ebvend\u00ebskryeministri i par\u00eb dhe ministri i Pun\u00ebve t\u00eb Jashtme, Glauk Konjufca.<\/p>\n

“Ajo mazhoranc\u00eb q\u00eb \u00ebsht\u00eb prej 66 numrash n\u00eb Kuvend, ne jemi bindur q\u00eb nuk ka mund\u00ebsi, p\u00ebrmes nj\u00eb emri q\u00eb propozohet, nj\u00eb em\u00ebr i nj\u00ebansh\u00ebm, ta marrim edhe vot\u00ebn e garantuar t\u00eb opozit\u00ebs p\u00ebr t’i b\u00ebr\u00eb 80 vota. Ky \u00ebsht\u00eb konstatimi i mazhoranc\u00ebs. Nuk po them se \u00ebsht\u00eb absolut, sepse gj\u00ebra absolute n\u00eb politik\u00eb nuk ka, por me p\u00ebraf\u00ebrsi ky \u00ebsht\u00eb konkludimi i mazhoranc\u00ebs\u201d<\/em>, thot\u00eb Konjufca, duke shtuar se shumica do q\u00eb ta shmang\u00eb iden\u00eb q\u00eb t\u00eb propozoj\u00eb nj\u00eb kandidat t\u00eb vetin.<\/p>\n

Q\u00ebndrimet e opozit\u00ebs<\/strong><\/p>\n

Dy udh\u00ebheq\u00ebsit e dy partive politike opozitare, PDK dhe LDK, q\u00eb zhvilluan takime me kryeministrin Kurti, k\u00ebrkojn\u00eb q\u00eb emri i kandidatit p\u00ebr k\u00ebt\u00eb post t\u00eb ket\u00eb mb\u00ebshtetje t\u00eb gjer\u00eb. Kryetari i Partis\u00eb Demokratike t\u00eb Kosov\u00ebs (PDK), Bedri Hamza, thot\u00eb se “zgjedhja e Presidentit nuk \u00ebsht\u00eb \u00e7\u00ebshtje vet\u00ebm e nj\u00eb partie, por e t\u00eb gjith\u00eb p\u00ebrfaq\u00ebsuesve t\u00eb zgjedhur\u201d.<\/p>\n

“Si subjekt politik opozitar, nuk kemi qen\u00eb dhe nuk jemi penges\u00eb e proceseve shtet\u00ebrore, por as nuk mb\u00ebshtesim kandidatura q\u00eb nuk p\u00ebrfaq\u00ebsojn\u00eb unitetin qytetar, sipas frym\u00ebs kushtetuese. Uroj q\u00eb t\u00eb ket\u00eb reflektim nga ata q\u00eb e kan\u00eb p\u00ebrgjegj\u00ebsin\u00eb kushtetuese p\u00ebr t\u00eb propozuar kandidatura me mb\u00ebshtetje t\u00eb gjer\u00eb, duke shmangur kalkulimet afatshkurtra partiake. Stabiliteti institucional \u00ebsht\u00eb jetik dhe duhet t\u00eb trajtohet si i till\u00eb\u201d<\/em>, thot\u00eb Hamza.<\/p>\n

Nga ana tjet\u00ebr, kryetari i Lidhjes Demokratike t\u00eb Kosov\u00ebs, Lumir Abdixhiku, thot\u00eb se procesi i zgjedhjes s\u00eb Presidentit po zhvillohet brenda nj\u00eb afati t\u00eb kufizuar kohor dhe n\u00eb k\u00ebt\u00eb linj\u00eb ai k\u00ebrkon “p\u00ebrgjegj\u00ebsi t\u00eb lart\u00eb politike, qart\u00ebsi, maturi dhe vullnet p\u00ebr kompromis\u201d.<\/p>\n

“\u00cbsht\u00eb thelb\u00ebsore t\u00eb kuptohet se Presidenca duhet t\u00eb mbetet institucion q\u00eb garanton ndarjen e pushteteve dhe sh\u00ebrben si faktor uniteti p\u00ebr vendin, e jo si vazhdim i shumic\u00ebs qeveris\u00ebse. N\u00eb k\u00ebt\u00eb frym\u00eb, dhe n\u00eb p\u00ebrputhje me deklarat\u00ebn politike t\u00eb miratuar n\u00eb Kuvendin e LDK-s\u00eb, vler\u00ebsoj se ekzistojn\u00eb dy rrug\u00eb t\u00eb q\u00ebndrueshme p\u00ebrpara: ose nj\u00eb konsensus i gjer\u00eb parlamentar rreth nj\u00eb emri t\u00eb p\u00ebrbashk\u00ebt p\u00ebr president, ose nj\u00eb marr\u00ebveshje politike nd\u00ebrmjet partive parlamentare\u201d<\/em>, thot\u00eb Abdixhiku.<\/p>\n

Sipas tij, n\u00ebse asnj\u00ebra zgjidhje nuk merr rrug\u00eb, “vendit i vijn\u00eb zgjedhjet, nj\u00eb skenar i panevojsh\u00ebm n\u00eb k\u00ebt\u00eb koh\u00eb\u201d.<\/p>\n

Q\u00ebndrimet e shoq\u00ebris\u00eb civile<\/p>\n

Analist\u00ebt thon\u00eb se do t\u00eb ishte pjekuri politike q\u00eb t\u00eb ket\u00eb nj\u00eb konsensus politik p\u00ebr \u00e7\u00ebshtjen e Presidentit, por, si duket, nuk ka gatishm\u00ebri.<\/p>\n

“Nuk ka gatishm\u00ebri t\u00eb qart\u00eb nga Kurti q\u00eb t\u00eb ket\u00eb nj\u00eb konsensus p\u00ebr nj\u00eb President q\u00eb nuk do t\u00eb kontrollohet nga Kurti. Do t\u00eb ishte shum\u00eb pozitive q\u00eb Kurti t\u00eb b\u00ebj\u00eb nj\u00eb propozim p\u00ebr President jasht\u00eb VV-s\u00eb dhe List\u00ebs Guxo. Megjithat\u00eb, mendoj se Kurti po shkon kah imponimi ose i Vjosa Osmanit, ose zgjedhjeve t\u00eb reja t\u00eb jasht\u00ebzakonshme. “Edhe bashk\u00ebsia nd\u00ebrkomb\u00ebtare do t\u00eb befasohej p\u00ebr keq q\u00eb Kosova t\u00eb mos e tejkaloj\u00eb k\u00ebt\u00eb gjendje sa i p\u00ebrket zgjedhjes s\u00eb Presidentit. Kjo po i bie jo pjekuri demokratike, kthim n\u00eb stadin fillestar t\u00eb shtet\u00ebsis\u00eb, ku ka pasur nevoj\u00eb p\u00ebr nd\u00ebrhyrje nd\u00ebrkomb\u00ebtare p\u00ebr t\u00eb shmangur problemet dhe konfliktet politike n\u00eb vend\u201d, thot\u00eb Burjani, duke vler\u00ebsuar se “duhet t\u00eb demonstrohet pjekuri, vigjilenc\u00eb dhe arsye p\u00ebr t\u00eb mb\u00ebshtetur shtet\u00ebsin\u00eb, demokracin\u00eb dhe bashk\u00ebpunimin nd\u00ebrkomb\u00ebtar\u201d.<\/em><\/p>\n

Duke e par\u00eb “rrezikun\u201d real q\u00eb Kosova t\u00eb shkoj\u00eb n\u00eb zgjedhje t\u00eb jasht\u00ebzakonshme s\u00ebrish, shum\u00eb organizata t\u00eb shoq\u00ebris\u00eb civile u jan\u00eb drejtuar nj\u00eb let\u00ebr publike partive politike parlamentare, nga t\u00eb cilat k\u00ebrkohet q\u00eb t\u00eb gjendet nj\u00eb zgjidhje p\u00ebr zgjedhjen e presidentit dhe t\u00eb shmangen zgjedhjet e s\u00ebrishme.<\/p>\n

“Konsensusi p\u00ebr zgjedhjen e presidentit \u00ebsht\u00eb domosdoshm\u00ebri p\u00ebr stabilitetin institucional. Zgjedhjet e p\u00ebrs\u00ebritshme t\u00eb parakohshme nuk duhet t\u00eb konsiderohen si instrument p\u00ebr t\u00eb garantuar funksionimin e institucioneve. P\u00ebrkundrazi, ato e rrisin pasigurin\u00eb dhe d\u00ebmtojn\u00eb vazhdim\u00ebsin\u00eb institucionale. Nj\u00eb President i zgjedhur me konsensus ofron stabilitet, siguron funksionimin normal t\u00eb pushteteve dhe rrit besimin qytetar n\u00eb institucionet e shtetit\u201d<\/em>, thuhet mes t\u00eb tjerash n\u00eb letr\u00ebn e publikuar nga shoq\u00ebria civile.<\/p>\n

Sidoqoft\u00eb, Parlamenti i Kosov\u00ebs duhet t\u00eb zgjedh\u00eb Presidenten apo Presidentin e vendit m\u00eb s\u00eb largu deri m\u00eb 04.03, pra jo m\u00eb von\u00eb se 30 dit\u00eb para p\u00ebrfundimit t\u00eb mandatit t\u00eb Presidentes aktuale, Vjosa Osman. Mandati i saj p\u00ebrfundon m\u00eb 4 prill 2026.<\/p>\n

P\u00ebr t\u00eb garuar p\u00ebr President t\u00eb vendit, nj\u00eb kandidati i duhet t’i siguroj\u00eb t\u00eb pakt\u00ebn 30 n\u00ebnshkrime t\u00eb deputet\u00ebve, nd\u00ebrsa nevojiten dy t\u00eb tretat e votave n\u00eb Kuvendin e Kosov\u00ebs me 120 deputet\u00eb.<\/p>\n

Kuorumi n\u00eb Kuvend arrihet me 80 deputet\u00eb. N\u00ebse n\u00eb dy rundet e para t\u00eb votimit nj\u00eb kandidat nuk i siguron 80 vota, at\u00ebher\u00eb n\u00eb votimin e tret\u00eb mjafton t’i ket\u00eb 61 sosh.
