N\u00eb publik, n\u00eb t\u00eb dyja an\u00ebt dominojn\u00eb q\u00ebndrimet e ashpra. Politikan\u00ebt rrall\u00eb fitojn\u00eb vota me retorik\u00eb pajtuese. Por n\u00eb qytetin e vog\u00ebl zviceran, p\u00ebrfaq\u00ebsuesit e t\u00eb dyja pal\u00ebve flisnin mes vete aq lirsh\u00ebm dhe familjarisht, saq\u00eb kjo i habiti edhe ata q\u00eb e njohin mir\u00eb konfliktin.<\/p>\n<p>P\u00ebr vite me radh\u00eb, asgj\u00eb nga k\u00ebto bisedime joformale nuk ka dal\u00eb n\u00eb publik. \u201cNZZ am Sonntag\u201d raportoi p\u00ebr her\u00eb t\u00eb par\u00eb p\u00ebr to n\u00eb vitin 2022; n\u00ebntorin e kaluar, \u201cBlick\u201d shkroi p\u00ebr nj\u00eb takim me rreth nj\u00eb duzin\u00eb politikan\u00ebsh. Megjithat\u00eb, deri m\u00eb tani nuk ishte e ditur publikisht n\u00eb Zvic\u00ebr se n\u00eb to merrnin pjes\u00eb rregullisht edhe ministra nga t\u00eb dyja pal\u00ebt. Sipas disa burimeve, nd\u00ebr ta kan\u00eb qen\u00eb z\u00ebvend\u00ebskryeministri i Kosov\u00ebs, Besnik Bislimi, p\u00ebrgjegj\u00ebs p\u00ebr negociatat me Beogradin, si dhe ministri i Jasht\u00ebm i Serbis\u00eb dhe ish-ambasadori n\u00eb SHBA, Marko Gjuriq.<\/p>\n<p>Departamenti Federal i Pun\u00ebve t\u00eb Jashtme i Zvicr\u00ebs (FDFA) konfirmoi me se organizon bisedimet e Solothurnit dy deri n\u00eb tre her\u00eb n\u00eb vit.<\/p>\n<p>\u201cQ\u00eb nga fillimi, dialogu ka pasur p\u00ebr q\u00ebllim t\u00eb leht\u00ebsoj\u00eb shk\u00ebmbimin mes figurave ky\u00e7e nga t\u00eb gjitha partit\u00eb kryesore serbe dhe kosovare, thot\u00eb Roland Salvisberg, shef i seksionit p\u00ebrkat\u00ebs n\u00eb Divizionin p\u00ebr Paqe dhe t\u00eb Drejta t\u00eb Njeriut n\u00eb FDFA. Secila pal\u00eb vendos n\u00eb m\u00ebnyr\u00eb t\u00eb pavarur se k\u00eb d\u00ebrgon.<\/p>\n<p><strong><em>Linja e ashp\u00ebr e Kurtit<\/em><\/strong><\/p>\n<p>Organizata joqeveritare amerikane Council for Inclusive Governance sh\u00ebrben si partnere. Qeveria e kryeministrit t\u00eb Kosov\u00ebs, Albin Kurti, ndjek nj\u00eb politik\u00eb t\u00eb ashp\u00ebr ndaj pakic\u00ebs serbe, gj\u00eb q\u00eb ka shtyr\u00eb BE-n\u00eb t\u00eb vendos\u00eb sanksione. Pakica vuan nga masat e nj\u00ebanshme t\u00eb Prishtin\u00ebs.<\/p>\n<p>Serbia vazhdon t\u00eb refuzoj\u00eb njohjen e pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs. Beogradi l\u00ebshon vazhdimisht k\u00ebrc\u00ebnime dhe ka shkelur marr\u00ebveshjen p\u00ebr t\u00eb mos e penguar an\u00ebtar\u00ebsimin e Kosov\u00ebs n\u00eb organizata nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Si presidenti serb Aleksandar Vu\u00e7iq, ashtu edhe Kurti, e shfryt\u00ebzojn\u00eb konfliktin p\u00ebr t\u00eb larguar v\u00ebmendjen nga problemet e brendshme. Nj\u00eb ndryshim kursi nuk pritet. Partia e Kurtit fitoi bindsh\u00ebm zgjedhjet parlamentare n\u00eb fund t\u00eb dhjetorit. Nd\u00ebrsa Vu\u00e7iq, pavar\u00ebsisht protestave, mbetet fort n\u00eb pushtet.<\/p>\n<p><strong><em>Diaspor\u00eb e madhe<\/em><\/strong><\/p>\n<p>Zvicra i ka iniciuar k\u00ebto bisedime konfidenciale. Si nj\u00eb qytet i vog\u00ebl, Solothurni ofron hap\u00ebsir\u00eb p\u00ebr diskutime diskrete dhe t\u00eb sinqerta larg kamerave, thot\u00eb Salvisberg.<\/p>\n<p>\u00cbsht\u00eb e kund\u00ebrta e diplomacis\u00eb spektakolare n\u00eb sken\u00ebn e madhe. \u201cNe nuk diktojm\u00eb zgjidhje, por b\u00ebjm\u00eb pyetje.\u201d Zvicra po p\u00ebrpiqet t\u00eb krijoj\u00eb kushtet p\u00ebr normalizim.<\/p>\n<p>Dialogu \u00ebsht\u00eb shembull i \u201csh\u00ebrbimeve t\u00eb mira\u201d t\u00eb Bern\u00ebs. Ai tregon se, pavar\u00ebsisht kritikave t\u00eb Rusis\u00eb se nuk \u00ebsht\u00eb m\u00eb neutrale, Zvicra vazhdon t\u00eb luaj\u00eb rolin e saj tradicional si nd\u00ebrmjet\u00ebsuese. P\u00ebr m\u00eb tep\u00ebr, ky angazhim tregon se sh\u00ebrbimet e mira dhe politika e bazuar n\u00eb interesa nuk jan\u00eb n\u00eb kund\u00ebrshtim me nj\u00ebra-tjetr\u00ebn. Zvicra strehon nj\u00eb diaspor\u00eb t\u00eb madhe kosovare. Po ashtu, aty jetojn\u00eb mbi 60 mij\u00eb serb\u00eb dhe shum\u00eb persona me prejardhje serbe. Kjo e vendos Zvicr\u00ebn n\u00eb nj\u00eb pozit\u00eb m\u00eb t\u00eb ekspozuar sesa n\u00eb konflikte t\u00eb tjera. Ai mb\u00ebshtetet n\u00eb nj\u00eb proces zyrtar me p\u00ebrfaq\u00ebsues qeveritar\u00eb n\u00eb nivelin m\u00eb t\u00eb lart\u00eb. N\u00eb disa raste, p\u00ebrfaq\u00ebsues t\u00eb BE-s\u00eb, p\u00ebrfshir\u00eb ish-p\u00ebrfaq\u00ebsuesin special p\u00ebr dialogun Beograd\u2013Prishtin\u00eb, Miroslav Laj\u00e7ak, e kan\u00eb par\u00eb me skepticiz\u00ebm rolin relativisht t\u00eb theksuar t\u00eb Zvicr\u00ebs. Tani Brukseli duket se e vler\u00ebson pozitivisht. Pasardh\u00ebsi i Laj\u00e7akut, diplomati danez Peter S\u00f8rensen, ka marr\u00eb gjithashtu pjes\u00eb n\u00eb bisedimet e Solothurnit.<\/p>\n<p>K\u00ebto jan\u00eb plot\u00ebsuese t\u00eb negociatave q\u00eb zhvillon BE-ja, thot\u00eb Salvisberg. Bashkimi Evropian dhe shtete si Gjermania dhe Franca e konsiderojn\u00eb kontributin zviceran t\u00eb dobish\u00ebm. Kur \u00ebsht\u00eb e p\u00ebrshtatshme, Zvicra fton edhe p\u00ebrfaq\u00ebsues t\u00eb BE-s\u00eb dhe t\u00eb shteteve ky\u00e7e an\u00ebtare. Italia ka mbuluar pak m\u00eb shum\u00eb se 20 p\u00ebr qind t\u00eb kostove q\u00eb nga viti i kaluar. Roma ka lidhje historike t\u00eb ngushta me rajonin.<\/p>\n<p>Zvicra i ka organizuar k\u00ebto bisedime p\u00ebr m\u00eb shum\u00eb se nj\u00ebmb\u00ebdhjet\u00eb vjet. Q\u00ebllimi nuk ka qen\u00eb kurr\u00eb arritja e nj\u00eb marr\u00ebveshjeje t\u00eb madhe paqeje. Por dialogu diskret ka ndihmuar n\u00eb nd\u00ebrtimin e besimit. Politikan\u00ebt pjes\u00ebmarr\u00ebs m\u00ebsojn\u00eb se \u00e7far\u00eb mendon pala tjet\u00ebr. Ata njihen mes vete dhe kan\u00eb numrat e nj\u00ebri-tjetrit. Kjo ndihmon n\u00eb de-eskalimin e situatave gjat\u00eb fazave kritike.<\/p>\n<p>Por a mjafton kjo pas pothuajse nj\u00eb dekade?<\/p>\n<p>\u201cPengesat q\u00eb duhet t\u00eb kap\u00ebrcehen p\u00ebr t\u00eb normalizuar marr\u00ebdh\u00ebniet mes Serbis\u00eb dhe Kosov\u00ebs jan\u00eb t\u00eb m\u00ebdha, thot\u00eb Salvisberg. \u201c\u00cbsht\u00eb e qart\u00eb se kjo do t\u00eb k\u00ebrkoj\u00eb shum\u00eb durim.\u201d<\/p>\n<p>Pavar\u00ebsisht konflikteve t\u00eb pazgjidhura, n\u00eb Ballkanin Per\u00ebndimor ka edhe zhvillime pozitive. Kroacia i p\u00ebrshtati politikat e saj nacionaliste p\u00ebr t\u2019u b\u00ebr\u00eb an\u00ebtare e BE-s\u00eb n\u00eb vitin 2013. Arrestimi i ish-gjeneralit Ante Gotovina n\u00eb fund t\u00eb vitit 2005 hapi rrug\u00ebn p\u00ebr negociatat e an\u00ebtar\u00ebsimit.
