Kilaj n\u00eb tetor 2025 dhe se mbajtja e tij n\u00eb paraburgim nuk ishte m\u00eb as e arsyeshme, as proporcionale. <\/em><\/p>\n<p><em>Megjith\u00ebse Gjykat\u00ebsi konstatoi se ekzistonte nj\u00ebfar\u00eb rreziku q\u00eb n\u00eb qoft\u00eb se lirohet, z. Kilaj mund t\u00eb pengoj\u00eb ecurin\u00eb e procesit ose t\u00eb kryej\u00eb vepra penale t\u00eb tjera, ai arriti n\u00eb p\u00ebrfundimin se n\u00eb rrethanat konkrete e drejta themelore e z.
