{"id":67960,"date":"2024-08-07T21:19:07","date_gmt":"2024-08-07T21:19:07","guid":{"rendered":"https:\/\/permbledhja.com\/?p=67960"},"modified":"2024-08-07T21:19:07","modified_gmt":"2024-08-07T21:19:07","slug":"sa-me-shume-kfor-dhe-eulex-aq-me-pak-sovranitet","status":"publish","type":"post","link":"https:\/\/permbledhja.com\/sq\/sa-me-shume-kfor-dhe-eulex-aq-me-pak-sovranitet\/","title":{"rendered":"Sa m\u00eb shum\u00eb KFOR dhe EULEX, aq m\u00eb pak sovranitet"},"content":{"rendered":"<p><strong>Shkruan: Burim Ramadani<\/strong><\/p>\n<p>\u201cPensionimi\u201d i KFOR do t\u00eb ishte e arritur e Kosov\u00ebs, jo rritja e numrit dhe rikthimi i zbatimit t\u00eb fuqis\u00eb s\u00eb tyre n\u00eb terren.<\/p>\n<p>Rritja, fuqizimi, demokratizimi dhe konsolidimi i institucioneve publike dhe t\u00eb siguris\u00eb s\u00eb Kosov\u00ebs do t\u00eb duhej t\u00eb rezultonte me zvog\u00eblimin e trupave t\u00eb KFOR dhe me reduktim vetanak t\u00eb ushtrimit t\u00eb kompetencave q\u00eb ka KFOR n\u00eb baz\u00eb t\u00eb Rezolut\u00ebs 1244 t\u00eb KS OKB.<\/p>\n<p>K\u00ebto kompetenca jan\u00eb njohur mbi institucionet e shtetit t\u00eb Kosov\u00ebs edhe me Kushtetut\u00ebn ton\u00eb, Nenin 153.<\/p>\n<p>Kjo ka qen\u00eb proces i vazhduesh\u00ebm. Pra, institucionet e Kosov\u00ebs jan\u00eb konsoliduar e fuqizuar, nd\u00ebrsa trupat e KFOR jan\u00eb reduktuar. Nd\u00ebrsa, EULEX-i edhe kishte ristrukturar veten duke mbetur n\u00eb nj\u00eb num\u00ebr simbolik t\u00eb Mentorimit, Monitorimit dhe K\u00ebshillimit (MMA).<\/p>\n<p>Por, po ndodh e kund\u00ebrta tash.<\/p>\n<p>Mos harroni:<\/p>\n<p>Sa m\u00eb shum\u00eb KFOR dhe EULEX, aq m\u00eb pak sovranitet.<\/p>\n<p>\u2013 Ne do t\u00eb duhej q\u00eb k\u00ebt\u00eb koh\u00eb t\u00eb ishim d\u00ebshmitar\u00eb t\u00eb ristrukturimit t\u00eb KFOR-it p\u00ebrbrenda.<\/p>\n<p>\u2013 Ne do t\u00eb duhej q\u00eb n\u00eb k\u00ebt\u00eb koh\u00eb t\u00eb marrim kompetenca nga KFOR p\u00ebr Policin\u00eb e Kosov\u00ebs e pse jo edhe p\u00ebr FSK.<\/p>\n<p>\u2022 M\u00eb kujtohet kur n\u00eb vitin 2019 promovonim iden\u00eb q\u00eb FSK t\u00eb merr p\u00ebrsip\u00ebr ruajtjen e FilmCity-it (Shtabit Qendror t\u00eb KFOR) n\u00eb Prishtin\u00eb.<\/p>\n<p>\u2022 M\u00eb kujtohet kur n\u00eb vitin 2019 promovonim iden\u00eb q\u00eb FSK t\u00eb merr p\u00ebrsip\u00ebr ruajtjen e Manastirit t\u00eb De\u00e7anit, si faz\u00eb transitore p\u00ebr ta p\u00ebrcjell\u00eb m\u00eb pas n\u00eb kompetenc\u00eb t\u00eb Policis\u00eb s\u00eb Kosov\u00ebs.<\/p>\n<p>K\u00ebto iniciativa normalisht se \u00ebsht\u00eb dashur t\u00eb marrim koh\u00eb, porse tash pes\u00eb vjet m\u00eb pas gjendja \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar n\u00eb k\u00ebt\u00eb dimension.<\/p>\n<p>Saher\u00eb q\u00eb g\u00ebzohemi q\u00eb NATO ka sjell\u00eb m\u00eb trupa n\u00eb Kosov\u00eb (si nevoj\u00eb p\u00ebr t\u00eb zbrapsur k\u00ebrc\u00ebnimet e Serbis\u00eb apo grupeve paramilitare), duhet po ashtu t\u2019ia kujtojm\u00eb vetes se kjo n\u00ebnkupton m\u00eb shum\u00eb kapacitet vendimmarr\u00ebs dhe zbatues p\u00ebr\u00a0 KFOR.<\/p>\n<p>K\u00ebshtu, vendimmarrja dhe zbatimi nga ana KFOR mbetet jasht\u00eb institucioneve tona publike, pra si mandat q\u00eb rrjedh nga Rezoluta 1244 e KS OKB.<\/p>\n<p>Prandaj, \u00ebsht\u00eb m\u00eb pak sovranitet p\u00ebr shtetin e Kosov\u00ebs dhe jo vet\u00ebm n\u00eb veri, por n\u00eb t\u00ebr\u00eb territorin e Kosov\u00ebs. Sepse, mandati i KFOR nuk \u00ebsht\u00eb i ndar\u00eb n\u00eb rajone t\u00eb caktuara n\u00eb Kosov\u00eb, por p\u00ebrfshin nj\u00ebjt\u00eb t\u00ebr\u00eb territorin.<\/p>\n<p>Rrjedhimisht, rritja dhe rifuqizimi i KFOR \u00ebsht\u00eb zvog\u00eblim i sovranitetit t\u00eb Kosov\u00ebs n\u00eb total.<\/p>\n<p>E mos t\u00eb flasim p\u00ebr EULEXin q\u00eb \u00ebsht\u00eb dashur t\u00eb mos rifuqizohet kurr\u00eb. Madje, EULEX \u00ebsht\u00eb dashur q\u00eb t\u00eb mbetet me vet\u00ebm 2-3 punonj\u00ebs n\u00eb total.<\/p>\n<p>Pra, n\u00eb vend se t\u00eb arrinim s\u00eb bashku me NATO q\u00eb ta b\u00ebjm\u00eb Kosov\u00ebn shtet ku KFOR nuk ka \u2018PDSS\u2019 (Property\/Persons with Designation of Special Status), po duket q\u00eb KFOR-i mund t\u00eb shtoj\u00eb n\u00eb list\u00ebn e PDSS edhe hap\u00ebsira apo objekte tjera.<\/p>\n<p>P.S<\/p>\n<p>\u2022 PDSS do t\u00eb thot\u00eb Prona\/Persona me P\u00ebrcaktim t\u00eb Statusit Special.<\/p>\n<p>N\u00eb k\u00ebto raste, Rregullat e Angazhimit (Rules of Engagement) ushtarak jan\u00eb t\u00eb prera, t\u00eb qarta, nuk kompromentohen dhe p\u00ebrfshijn\u00eb hapjen e zjarrit, p\u00ebrkat\u00ebsisht p\u00ebrdorimin e t\u00eb gjitha mjeteve ushtarake p\u00ebr t\u00eb mbrojtur PDSS-in.<\/p>\n<p>K\u00ebshtu, sa p\u00ebr ilustrim \u00ebsht\u00eb Manastiri i De\u00e7anit.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shkruan: Burim Ramadani \u201cPensionimi\u201d i KFOR do t\u00eb ishte e arritur e Kosov\u00ebs, jo rritja e numrit dhe rikthimi i zbatimit t\u00eb fuqis\u00eb s\u00eb tyre n\u00eb terren.
