Daniel Serwer, profesor i njohur amerikan, ka shkruar n\u00eb lidhje me Asociacionin e komunave me shumic\u00eb serbe, nj\u00eb nga temat m\u00eb t\u00eb nd\u00ebrlikuara t\u00eb dialogut n\u00eb mes Kosov\u00ebs dhe Serbis\u00eb. <\/b><\/p>\n

N\u00eb nj\u00eb artikull t\u00eb titulluar \u201c\u00c7far\u00eb t\u00eb b\u00ebhet me Asociacionin?<\/a>\u201d, profesori veteran amerikan ka vler\u00ebsuar se Asociacioni \u00ebsht\u00eb pyetja e pashmangshme p\u00ebr t\u00eb gjith\u00eb ata q\u00eb merren sot me Ballkanin.<\/p>\n

N\u00eb shkrimin e tij, Ser\u00eber ka argumentuar se Marr\u00ebveshja e vitit 2013, nga e cila u lind\u00eb Asociacioni, ishte nj\u00eb marr\u00ebveshje dobiprur\u00ebse p\u00ebr t\u00eb dyja pal\u00ebt.<\/p>\n

\u201cMarr\u00ebveshja e vitit 2013 p\u00ebrfshin quid pro quo p\u00ebr Kosov\u00ebn. Ai parasheh integrimin e serb\u00ebve n\u00eb Policin\u00eb e Kosov\u00ebs dhe institucionet gjyq\u00ebsore, si dhe aplikimin e korniz\u00ebs ligjore t\u00eb Kosov\u00ebs n\u00eb t\u00eb gjitha komunat serbe. Ai gjithashtu parashikoi “q\u00eb asnj\u00ebra pal\u00eb nuk do t\u00eb bllokoj\u00eb ose inkurajoj\u00eb t\u00eb tjer\u00ebt t\u00eb bllokojn\u00eb, p\u00ebrparimin e pal\u00ebs tjet\u00ebr n\u00eb rrug\u00ebn e tyre p\u00ebrkat\u00ebse n\u00eb BE. Kjo ishte nj\u00eb marr\u00ebveshje e dyanshme, jo nj\u00eb koncesion i nj\u00ebansh\u00ebm. Vuk Drashkovi\u00e7, ish-ministri i Jasht\u00ebm i Serbis\u00eb, ma kujtoi k\u00ebt\u00eb gjat\u00eb nj\u00eb vizite n\u00eb Uashington vitin e kaluar\u201d<\/i>\u00a0\u2013 ka shkruar ai.<\/p>\n

Profesori amerikan ka vler\u00ebsuar se t\u00eb dyja pal\u00ebt kan\u00eb d\u00ebshtuar t\u00eb p\u00ebrmbushin obligimet e tyre.<\/p>\n

\u201cAs Beogradi dhe as Prishtina nuk e kan\u00eb p\u00ebrmbushur pjes\u00ebn e tyre t\u00eb pazarit. Albin Kurti, tani kryeminist\u00ebr i Kosov\u00ebs, kund\u00ebrshtoi formimin e Asociacionit nd\u00ebrsa ishte n\u00eb opozit\u00eb. N\u00eb pushtet, ai ka vazhduar t’i rezistoj\u00eb zbatimit t\u00eb tij. Presidenti serb Vu\u00e7iq, i cili sh\u00ebrbeu si z\u00ebvend\u00ebskryeminist\u00ebr n\u00eb koh\u00ebn e marr\u00ebveshjes fillestare, ka vazhduar t\u00eb insistoj\u00eb n\u00eb t\u00eb\u201d<\/i>\u00a0\u2013 ka sqaruar Serwer.<\/p>\n

\u201cP\u00ebr m\u00eb tep\u00ebr, biseda n\u00eb Beograd p\u00ebr krijimin e nj\u00eb \u201cbote serbe\u201d q\u00eb p\u00ebrfshin popullsin\u00eb serbe t\u00eb vendeve fqinje ka ngritur dyshime. Njer\u00ebzit n\u00eb Kosov\u00eb shqet\u00ebsohen se Serbia po p\u00ebrpiqet t\u00eb krijoj\u00eb me Asociacionin nj\u00eb zon\u00eb t\u00eb ve\u00e7ant\u00eb, autonome jasht\u00eb autoritetit t\u00eb Prishtin\u00ebs. K\u00ebto dyshime fituan besim kur nj\u00eb propozim i mb\u00ebshtetur nga Beogradi p\u00ebr Asociacionin b\u00ebri pik\u00ebrisht k\u00ebt\u00eb. Nj\u00eb shoqat\u00eb e ngjashme serbe n\u00eb Bosnje \u00e7oi n\u00eb luft\u00eb n\u00eb vitet 1990. Nd\u00ebrkoh\u00eb, Beogradi ka d\u00ebshtuar t\u00eb p\u00ebrmbush\u00eb pjes\u00ebn e tij t\u00eb marr\u00ebveshjes. Asnj\u00ebher\u00eb nuk ka hequr dor\u00eb nga p\u00ebrpjekjet p\u00ebr t\u00eb bllokuar p\u00ebrparimin e Kosov\u00ebs drejt BE-s\u00eb. Kjo p\u00ebrfshin p\u00ebrpjekjet e saj t\u00eb fundit p\u00ebr t\u00eb penguar an\u00ebtar\u00ebsimin e Kosov\u00ebs n\u00eb K\u00ebshillin e Evrop\u00ebs.\u201d<\/i>\u00a0\u2013 ka shtuar ai.<\/p>\n

Tutje, profesori i njohur ka p\u00ebrmendur edhe qasjen e diplomat\u00ebve per\u00ebndimor n\u00eb lidhje me \u00e7\u00ebshtjen e Asociacionit.<\/p>\n

\u201cMendoj se presioni intensiv do ta b\u00ebj\u00eb Kosov\u00ebn t\u00eb marr\u00eb nj\u00eb statut t\u00eb propozuar p\u00ebr Asociacionin. Por nuk ka kuptim t\u00eb kusht\u00ebzojm\u00eb pranimin n\u00eb K\u00ebshillin e Evrop\u00ebs me zbatimin e tij. An\u00ebtar\u00ebsimi n\u00eb at\u00eb institucion p\u00ebrndryshe t\u00eb panjohur do t’u jepte serb\u00ebve n\u00eb Kosov\u00eb qasje n\u00eb Gjykat\u00ebn Evropiane p\u00ebr t\u00eb Drejtat e Njeriut. Kjo ofron nj\u00eb forum serioz p\u00ebr zgjidhjen e ankesave t\u00eb pakicave etnike. Serbia, SHBA-ja dhe BE-ja duhet t\u00eb mir\u00ebpresin interesin e Kosov\u00ebs p\u00ebr t’u bashkuar me t\u00eb\u201d\u00a0<\/i>\u2013 shtoi ai.<\/p>\n

N\u00eb fund, Serwer ka dh\u00ebn\u00eb edhe nj\u00eb k\u00ebshill\u00eb n\u00eb lidhje me rrug\u00ebn p\u00ebrpara.<\/p>\n

\u201cP\u00ebrve\u00e7 presionit ndaj Kosov\u00ebs, SHBA-ja dhe BE-ja duhet t’i kujtojn\u00eb Serbis\u00eb obligimet e saj sipas marr\u00ebveshjes s\u00eb 2013-\u00ebs. Serb\u00ebt duhet t\u00eb rihyjn\u00eb n\u00eb institucionet e Kosov\u00ebs dhe t\u00eb marrin pjes\u00eb n\u00eb zgjedhje. Beogradi duhet t\u00eb p\u00ebrfundoj\u00eb fushat\u00ebn e tij kund\u00ebr an\u00ebtar\u00ebsimit t\u00eb Kosov\u00ebs n\u00eb institucionet evropiane. Serbia duhet t\u00eb dor\u00ebzoj\u00eb trazirat dhe terrorist\u00ebt e saj n\u00eb Kosov\u00eb p\u00ebr gjykim, si d\u00ebshmi se Beogradi e pranon korniz\u00ebn ligjore t\u00eb Kosov\u00ebs. Nuk kam asnj\u00eb dyshim por se Prishtina do ta shikonte Asociacionin ndryshe n\u00ebse Beogradi do t’i p\u00ebrmbushte t\u00eb gjitha k\u00ebto kushte.<\/i><\/p>\n
