{"id":56864,"date":"2024-04-16T21:49:22","date_gmt":"2024-04-16T21:49:22","guid":{"rendered":"https:\/\/permbledhja.com\/?p=56864"},"modified":"2024-04-16T21:49:22","modified_gmt":"2024-04-16T21:49:22","slug":"pace-e-kie-se-asociacioni-te-jete-angazhim-pas-anetaresimit","status":"publish","type":"post","link":"https:\/\/permbledhja.com\/sq\/pace-e-kie-se-asociacioni-te-jete-angazhim-pas-anetaresimit\/","title":{"rendered":"PACE e KiE-s\u00eb: Asociacioni t\u00eb jet\u00eb angazhim pas an\u00ebtar\u00ebsimit"},"content":{"rendered":"<p><strong>Asambleja Parlamentare e K\u00ebshillit t\u00eb Evrop\u00ebs, me 131 vota p\u00ebr, 29 kund\u00ebr dhe 11 abstenime ka ftuar Kosov\u00ebn q\u00eb t\u00eb b\u00ebhet an\u00ebtare e K\u00ebshillit t\u00eb Evrop\u00ebs. <\/strong><\/p>\n<p>N\u00eb nj\u00eb njoftim m\u00eb t\u00eb zgjeruar pas votimit Asambleja\u00a0Parlamentare rikujton vendimin e Qeveris\u00eb p\u00ebr Manastirin e De\u00e7anit t\u00eb cilin e cil\u00ebson si \u201cnj\u00eb p\u00ebrparim t\u00eb madh\u201d zbatimin e vendimit t\u00eb Gjykat\u00ebs Kushtetese, nd\u00ebrsa theksohet se themelimi i Asociacionit do t\u00eb ishte \u201chap i r\u00ebnd\u00ebsish\u00ebm\u201d p\u00ebr t\u00eb siguruar mbrojtjen e t\u00eb drejtave t\u00eb serb\u00ebve n\u00eb Kosov\u00eb.<\/p>\n<p>Tutje Asambleja Parlamentare e K\u00ebshillit t\u00eb Evrop\u00ebs, thekson se an\u00ebtar\u00ebsimi i Kosov\u00ebs n\u00eb KIE do t\u00eb \u201cadresoj\u00eb sfidat e jasht\u00ebzakonshme dhe \u00e7\u00ebshtjet shqet\u00ebsuese\u201d.<\/p>\n<p>Gjithashtu duke zbuluar p\u00ebrmbajtjen e tekstit t\u00eb votuar thuhet se Asambleja e\u00a0ka ftuar Komitetin e Ministrave q\u00eb t\u00eb siguroj\u00eb q\u00eb an\u00ebtar\u00ebsimi i Kosov\u00ebs t\u00eb jet\u00eb \u201cpa paragjykuar q\u00ebndrimet e shteteve an\u00ebtare individuale n\u00eb lidhje me shtet\u00ebsin\u00eb e Kosov\u00ebs\u201d.<\/p>\n<p><strong>Komunikata e plot\u00eb:<\/strong><\/p>\n<p>Asambleja Parlamentare e K\u00ebshillit t\u00eb Evrop\u00ebs (PACE) ka rekomanduar q\u00eb Kosova t\u00eb ftohet t\u00eb b\u00ebhet an\u00ebtare e K\u00ebshillit t\u00eb Evrop\u00ebs \u2013 nd\u00ebrkoh\u00eb q\u00eb ka vendosur t\u00eb monitoroj\u00eb p\u00ebrmbushjen e nj\u00eb liste t\u00eb gjer\u00eb t\u00eb zotimeve dhe detyrimeve q\u00eb nga an\u00ebtar\u00ebsimi i saj.<\/p>\n<p>Sipas procedurave t\u00eb K\u00ebshillit t\u00eb Evrop\u00ebs, Asambleja duhet s\u00eb pari t\u00eb jap\u00eb opinionin e saj p\u00ebr \u00e7do k\u00ebrkes\u00eb p\u00ebr an\u00ebtar\u00ebsim p\u00ebrpara se t\u00eb merret nj\u00eb vendim p\u00ebrfundimtar nga Komiteti i Ministrave, organi ekzekutiv i organizat\u00ebs i p\u00ebrb\u00ebr\u00eb nga Ministrat e Jasht\u00ebm.<\/p>\n<p>N\u00eb Opinionin e tij statutor, bazuar n\u00eb nj\u00eb raport t\u00eb Dora Bakoyannis (Greqi) dhe miratuar me 131 vota pro dhe 29 kund\u00ebr dhe 11 abstenime, Asambleja tha se an\u00ebtar\u00ebsimi do t\u00eb \u00e7onte n\u00eb \u201cforcimin e standardeve t\u00eb t\u00eb drejtave t\u00eb njeriut duke siguruar akses n\u00eb Gjykat\u00ebn Evropiane p\u00ebr t\u00eb Drejtat e Njeriut p\u00ebr t\u00eb gjith\u00eb ata q\u00eb jan\u00eb n\u00ebn juridiksionin e Kosov\u00ebs\u201d.<\/p>\n<p>Do t\u00eb ishte \u201ckulmi i nj\u00eb dialogu q\u00eb \u00ebsht\u00eb zhvilluar n\u00eb nj\u00eb hark kohor prej dy dekadash, por n\u00eb asnj\u00eb m\u00ebnyr\u00eb nuk duhet par\u00eb si fundi i nj\u00eb procesi. P\u00ebrkundrazi, an\u00ebtar\u00ebsimi duhet t\u00eb katalizoj\u00eb momentin q\u00eb Kosova t\u00eb vazhdoj\u00eb t\u00eb b\u00ebj\u00eb progres n\u00eb forcimin e t\u00eb drejtave t\u00eb njeriut, demokracis\u00eb dhe sundimit t\u00eb ligjit\u201d.<\/p>\n<p>An\u00ebtar\u00ebsimi gjithashtu do t\u00eb ndihmonte Kosov\u00ebn q\u00eb t\u00eb \u201cadresoj\u00eb sfidat e jasht\u00ebzakonshme dhe \u00e7\u00ebshtjet shqet\u00ebsuese\u201d, theksuan parlamentar\u00ebt, duke p\u00ebrfshir\u00eb hendekun midis standardeve normative dhe zbatimin e tyre efektiv, nevoj\u00ebn p\u00ebr t\u00eb mbrojtur m\u00eb mir\u00eb t\u00eb drejtat e komuniteteve joshumic\u00eb dhe nxitjen e nj\u00eb klime t\u00eb favorshme.
