Ndon\u00ebse \u00ebsht\u00eb ofruar n\u00eb draft-Statut i Asociacionit t\u00eb Komunave t\u00eb banuara me shumic\u00eb serbe n\u00eb fund t\u00eb tetorit, p\u00ebr t\u00eb cilin jan\u00eb pajtuar edhe pala kosovare edhe ajo serbe, ekspertja dhe studiuesja n\u00eb institutin gjerman \u201cStiftung Wissenschaft und Politik\u201d, Marina Vuloviq<\/a>, nuk beson q\u00eb ky institucion tejet kontraverz do t\u00eb jet\u00ebsohet; s\u00eb paku jo edhe p\u00ebr disa vite.<\/h3>\n

Kjo p\u00ebr shkak t\u00eb situat\u00ebs zgjedhore q\u00eb nis nga viti i ardhsh\u00ebm edhe n\u00eb Bashkimin Evropian edhe n\u00eb Shtetet e Bashkuara t\u00eb Amerik\u00ebs; e pa presionin e t\u00eb cil\u00ebve Qeveria e Kosov\u00ebs nuk do t\u00eb merrte as mundin p\u00ebr ta zbatuar.<\/p>\n

Vuloviq nga SWP \u2013 institut ky i cili k\u00ebshillon Bundestagun dhe Qeverin\u00eb Gjermane p\u00ebr politik\u00eb t\u00eb jasthme \u2013 n\u00eb nj\u00eb intervist\u00eb me Nacionalen nuk e p\u00ebrjashton se mund t\u00eb ket\u00eb \u201cnj\u00eb shtys\u00eb t\u00eb fundit<\/i>\u201d nga euro-amerikan\u00ebt n\u00eb k\u00ebt\u00eb drejtim; por edhe kjo thot\u00eb se \u201c\u00ebsht\u00eb e diskutueshme<\/i>\u201d.<\/p>\n

Sfida e p\u00ebrnj\u00ebmendt\u00eb e Kosov\u00ebs, na thot\u00eb Vuloviq, nuk \u00ebsht\u00eb mosnjohja nga Serbia: \u201cpor, nga pes\u00ebshja mosnjoh\u00ebse e BE-s\u00eb\u201d<\/i>. Nd\u00ebrkaq p\u00ebr ngulk\u00ebmbjen e kryeministrit kosovar p\u00ebr \u201cn\u00ebnshkrim<\/i>\u201d t\u00eb Marr\u00ebveshjes Baz\u00eb; Marina Vuloviq e quan taktik\u00eb bllokimi t\u00eb m\u00ebtejm\u00eb t\u00eb zbatimit t\u00eb marr\u00ebveshjes; e q\u00eb sipas saj, d\u00ebshmon mosvullnetin edhe t\u00eb Kosov\u00ebs dhe t\u00eb Serbis\u00eb p\u00ebr t\u00eb zbatuar marr\u00ebveshjen.<\/p>\n

Vuloviq<\/b>: Mendoj se Asociacioni mund t\u00eb themelohet kur t\u00eb ket\u00eb vullnet t\u00eb mjaftuesh\u00ebm politik dhe n\u00ebse do t\u00eb ket\u00eb trysni t\u00eb mjaftueshme nga Brukseli dhe Uashingtoni p\u00ebr ta zbatuar at\u00eb. Sidoqoft\u00eb, marr\u00eb parasysh q\u00eb do t\u00eb ket\u00eb vitin tjet\u00ebr zgjedhje edhe n\u00eb BE dhe ShBA, dyshoj se do t\u00eb shohim ndofar\u00eb l\u00ebvizje dometh\u00ebn\u00ebse n\u00eb at\u00eb drejtim n\u00eb disa vite t\u00eb ardhshme. Mbase edhe mund t\u00eb ket\u00eb nj\u00eb shtytje t\u00eb fundit diplomatike vitin tjet\u00ebr para zgjedhjeve n\u00eb BE, por edhe kjo \u00ebsht\u00eb e diskutueshme.<\/p>\n

Nacionale<\/b>: T\u00eb gjith\u00eb n\u00eb Kosov\u00eb e kan\u00eb t\u00eb qarzt\u00eb se s\u2019kemi t\u00eb b\u00ebjm\u00eb thjesht me nj\u00eb forum komunash q\u00eb nd\u00ebrveprojn\u00eb me nj\u00ebra tjetr\u00ebn, por nj\u00eb autonomi territoriale me kufi t\u00eb qart\u00eb administrativ\u00eb. \u00c7far\u00eb e b\u00ebn edhe m\u00eb t\u00eb padurueshme k\u00ebt\u00eb Asociacion \u2013 q\u00eb kosovar\u00ebt e kuptojn\u00eb se \u00ebsht\u00eb e pashmangshme \u2013 \u00ebsht\u00eb se \u00e7far\u00eb marrin si k\u00ebmbim t\u00eb saj: fare pak p\u00ebr t\u00eb mos th\u00ebn\u00eb asgj\u00eb. Sepse \u00e7far\u00eb tjet\u00ebr do t\u00eb ket\u00eb Kosova p\u00ebr t\u00eb ofruar p\u00ebr njohjen juridike nga Serbia, n\u00ebse ky Asociacion shpenzohet pa njohje?<\/i><\/p>\n

Vuloviq<\/b>: Mendoj se edhe Serbia edhe Kosova e gjejn\u00eb veten n\u00eb ng\u00ebr\u00e7. Asnj\u00ebra pal\u00eb s\u2019d\u00ebshiron t\u00eb b\u00ebj\u00eb l\u00ebvizje sepse thell\u00ebsisht jan\u00eb mosbesuese ndaj nj\u00ebra-tjetr\u00ebs. P\u00ebr Kosov\u00ebn \u00e7\u00ebshtje nuk \u00ebsht\u00eb ve\u00e7 mosnjohja e Serbis\u00eb, por pes\u00eb shtetet mosnjoh\u00ebse t\u00eb BE-s\u00eb. Mendoj se kjo do t\u00eb jet\u00eb beteja m\u00eb dometh\u00ebn\u00ebse p\u00ebr Kosov\u00ebn se sa t\u00eb fitoj\u00eb njohjen nga Serbia.<\/p>\n

Nj\u00ebashtu dyshoj q\u00eb qeveria aktuale n\u00eb Beograd d\u00ebshiron t\u00eb jet\u00eb aktor konstruktiv n\u00eb marr\u00ebdh\u00ebnie me Kosov\u00ebn, por ende vazhdoj t\u00eb mendoj se njohja de facto e Kosov\u00ebs do t\u00eb ishte tejet fitimprur\u00ebse n\u00eb p\u00ebrmir\u00ebsimin e jet\u00ebs s\u00eb njer\u00ebzve n\u00eb terren. Udh\u00ebtimi i papenguar, njohja e simboleve shtet\u00ebrore, madje edhe p\u00ebrfaq\u00ebsit\u00eb e p\u00ebrhershme (ambasada p\u00ebrve\u00e7 n\u00eb em\u00ebr) do t\u00eb vendoseshin. N\u00ebse ka nj\u00eb ndryshim t\u00eb p\u00ebrnj\u00ebmendt\u00eb t\u00eb qeveris\u00eb n\u00eb Serbi, mendoj se mund t\u00eb ket\u00eb nj\u00eb themel solid n\u00eb p\u00ebrmir\u00ebsimin e marr\u00ebdh\u00ebnieve Kosov\u00eb-Serbi n\u00eb t\u00eb ardhmen.<\/p>\n

Nacionale<\/b>: Draft-Statuti p\u00ebr referenc\u00eb e p\u00ebrmban Rezolut\u00ebn 12\/44 t\u00eb K\u00ebshillit t\u00eb Sigurimit q\u00eb p\u00ebr shum\u00eb k\u00ebnd erdhi si tronditje; pasi q\u00eb kjo Rezolut\u00eb nuk p\u00ebrfshihej as n\u00eb Marr\u00ebveshjen e Brukselit (2013) e as n\u00eb at\u00eb t\u00eb Parimeve (2015); dhe ky dokument nuk e njeh pavar\u00ebsin\u00eb e shtetit. \u00c7far\u00eb besoni ju q\u00eb ndodhi p\u00ebrgjat\u00eb rrug\u00ebs q\u00eb u desht t\u00eb p\u00ebrfshihej ky dokument i vjet\u00ebruar e i tejkaluar?<\/i><\/p>\n

Vuloviq<\/b>: Kjo \u00ebsht\u00eb n\u00eb linj\u00eb me gjuh\u00ebn juridike t\u00eb BE-s\u00eb ndaj Kosov\u00ebs dhe pasqyron ndarjen e brendshme brenda BE-s\u00eb mbi shtet\u00ebsin\u00eb e Kosov\u00ebs (pasi q\u00eb jan\u00eb pes\u00eb shtete mosnjoh\u00ebse). Madje edhe n\u00eb raportimet vjetore, Kosova sh\u00ebnohet me asterisk n\u00eb titull, duke iu referuar Rezolut\u00ebs 12\/44. Prandaj edhe thash se beteja m\u00eb e madhe p\u00ebr Kosov\u00ebn \u00ebsht\u00eb arritja e njohjes nga pes\u00ebshja e BE-s, sepse kjo do t\u00eb jet\u00eb edhe p\u00ebrcaktuesi i p\u00ebrparimit t\u00eb ardhsh\u00ebm t\u00eb Kosov\u00ebs n\u00eb integrimin e saj n\u00eb BE.<\/p>\n

Nacionale<\/b>: Kryeministri i Kosov\u00ebs, Albin Kurtin, ngul k\u00ebmb\u00eb q\u00eb Marr\u00ebveshja Baz\u00eb \u201ct\u00eb n\u00ebnshkruhet\u201d dhe se \u201cvet\u00ebm n\u00ebnshkrimi n\u00ebnkupton pranim dhe garanton zbatim\u201d. Sidoqoft\u00eb, mbar\u00eb bashk\u00ebsia per\u00ebndimore nd\u00ebrkomb\u00ebtare e merr ashtu si\u00e7 \u00ebsht\u00eb marr\u00ebveshjen si ligj\u00ebrisht dhe nd\u00ebrkomb\u00ebtarisht t\u00eb detyrueshme. Si e shihnu ju k\u00ebmb\u00ebngul\u00ebsin\u00eb e zotit Kurti; a justifikohet ai n\u00eb k\u00ebt\u00eb apo thjesht po blen koh\u00eb sa p\u00ebr t\u00eb shmangur themelimin?<\/i><\/p>\n

Vuloviq<\/b>: Mendoj se n\u00ebnshkrimi ose s\u00eb paku incializimi i marr\u00ebveshjes do t\u00eb kishte qen\u00eb gj\u00eb e dobishme. Marr\u00ebveshja e Brukselit u inicializua, gj\u00eb q\u00eb i dha ca pesh\u00eb politike. Sidoqoft\u00eb, p\u00ebr sa koh\u00eb marr\u00ebveshja e re b\u00ebhet pjes\u00eb e korniz\u00ebs s\u00eb negociatave me BE-n\u00eb, do t\u00eb jet\u00eb e detyrueshme n\u00eb at\u00eb kuptim. Nuk do t\u00eb ket\u00eb p\u00ebrparim n\u00eb rrug\u00ebn drejt BE-s\u00eb pa e zbatuar marr\u00ebveshjen. T\u00eb ngul\u00ebsh k\u00ebmb\u00eb n\u00eb n\u00ebnshkrim mund t\u00eb jet\u00eb nj\u00eb taktik\u00eb ng\u00ebr\u00e7i, por, si\u00e7 thash, nuk mendoj se ka vullnet t\u00eb mjaftuesh\u00ebm politik aktualisht p\u00ebr t\u00eb zbatuar marr\u00ebveshjen te asnj\u00ebra pal\u00eb.<\/p>\n

Nacionale<\/b>: Si e shihni raportin e Kosov\u00ebs me sponsor\u00ebt dhe mbrojt\u00ebsit e saj shtet\u00ebror\u00eb n\u00ebse nuk e themelon k\u00ebt\u00eb Asociacion?<\/i><\/p>\n

Vuloviq<\/b>: Kosova do t\u00eb jet\u00eb n\u00eb nj\u00eb pozit\u00eb t\u00eb pasigurt. P\u00ebrderisa mendoj se \u00ebsht\u00eb e padrejt\u00eb t\u00eb b\u00ebhet presion vet\u00ebm ndaj Kosov\u00ebs, nd\u00ebrkoh\u00eb q\u00eb nuk ushtrohet presion i mjaftuesh\u00ebm ndaj Serbis\u00eb, kjo gjithashtu kthehet n\u00eb faktin se Kosova i ka t\u00eb gjitha vez\u00ebt n\u00eb shport\u00ebn e BE-s\u00eb, q\u00eb do t\u00eb thot\u00eb se nuk ka alternativ\u00eb p\u00ebr BE-n\u00eb, dhe BE-ja mendon se mund t\u00eb b\u00ebj\u00eb presion mbi Kosov\u00ebn m\u00eb leht\u00eb.<\/p>\n

Me Serbin\u00eb, tregimi \u00ebsht\u00eb pak m\u00eb ndryshe, pasi qeveria aktuale zhvilloi politik\u00eb balancimi midis fuqive t\u00eb m\u00ebdha. N\u00eb mjedisin aktual gjeopolitik pas pushtimit rus t\u00eb Ukrain\u00ebs, BE-ja mendon se mund t\u00eb jet\u00eb e rrezikshme t’i b\u00ebj\u00eb presion Serbis\u00eb shum\u00eb. Nga ana tjet\u00ebr, un\u00eb gjithashtu mendoj se Banjska ndryshoi shum\u00eb gj\u00ebra dhe shum\u00eb aktor\u00eb per\u00ebndimor\u00eb e kuptojn\u00eb se Serbia n\u00ebn udh\u00ebheqjen aktuale ka t\u00eb ngjar\u00eb t\u00eb mos veproj\u00eb si nj\u00eb ndikim stabilizues n\u00eb rajon.
