Komunitetet joserbe duhet t\u00eb p\u00ebrfaq\u00ebsohen edhe pse n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb pap\u00ebrcaktuar. BE-ja do t\u00eb siguroj\u00eb mbik\u00ebqyrje p\u00ebr 5 vjet e rinovueshme edhe p\u00ebr 5 t\u00eb tjera\u201d, ka shtuar profesori amerikan p\u00ebr t\u00eb p\u00ebrmbyllur pes\u00eb \u201ct\u00eb mirat\u201d q\u00eb burojn\u00eb nga draft-statuti.<\/p>\n<p>E duke hedhur v\u00ebshtrimin e tij mbi \u201ct\u00eb k\u00ebqijat\u201d e draft-statutit t\u00eb Asociacionit t\u00eb Komunave me Shumic\u00eb Serbe, profesori amerikan ka konsideruar se nj\u00eb pjes\u00eb e draft-statutit ku flitet p\u00ebr q\u00ebllimin e k\u00ebtij mekanizmi, ekziston mund\u00ebsia e pranimit t\u00eb kompetencave ekzekutive n\u00eb fushat e p\u00ebrgjegj\u00ebsis\u00eb komunale tashm\u00eb ekzistuese p\u00ebr serb\u00ebt e Kosov\u00ebs.<\/p>\n<p>Gjithashtu, ai e ka par\u00eb shum\u00eb problematike edhe aspektin e mb\u00ebshtetjes financiare t\u00eb Qeveris\u00eb s\u00eb Serbis\u00eb p\u00ebr Asociacionit t\u00eb Komunave me Shumic\u00eb Serbe pa k\u00ebrkuar q\u00eb ajo t\u00eb rrjedh\u00eb p\u00ebrmes Qeveris\u00eb s\u00eb Kosov\u00ebs q\u00eb kryen vet\u00ebm auditime t\u00eb jashtme n\u00eb pajtim me ligjin e Kosov\u00ebs. Ai ka shtuar se nj\u00eb dispozit\u00eb parasheh \u201ckompetenca ekzekutive\u201d p\u00ebr k\u00ebt\u00eb mekaniz\u00ebm.<\/p>\n<p>\u201cAsociacioni i Komunave me Shumic\u00eb Serbe mund t\u00eb miratoj\u00eb rregullore, vendime, deklarata, rregullore dhe udh\u00ebzime. Kjo dispozit\u00eb parashikon qart\u00eb kompetenca ekzekutive. Qeveria e Serbis\u00eb p\u00ebrmes Asociacionit t\u00eb Komunave me Shumic\u00eb Serbe mund t\u00eb ofroj\u00eb sh\u00ebrbime sh\u00ebndet\u00ebsore dhe arsimore.
