Th\u00ebn\u00eb m\u00eb qart\u00eb, kan\u00eb ngritur \u00e7mimet si kan\u00eb dasht\u00eb, t\u00eb shumt\u00ebt nga ta duke tentuar t\u00eb p\u00ebrfitojn\u00eb nga situata e krijuar p\u00ebr t\u2019u pasuruar brenda nat\u00ebs.<\/p>\n<p>Dhe, \u00e7\u2019\u00ebsht\u00eb m\u00eb keq, kjo tendenc\u00eb po vazhdon sot e k\u00ebsaj dite, edhe pas miratimit t\u00eb Ligjit p\u00ebr Masat e P\u00ebrkohshme t\u00eb Produkteve Themelore n\u00eb raste t\u00eb ve\u00e7anta t\u00eb destabilizimit n\u00eb treg. Edhe m\u00eb tutje, si\u00e7 po shihet p\u00ebrdit\u00eb n\u00eb marketet dhe supermarketet tona shp\u00ebrthejn\u00eb \u00e7mime t\u00eb reja t\u00eb ngritura t\u00eb shumic\u00ebs s\u00eb produkteve ushqimore, nd\u00ebrsa tregtar\u00ebt as q\u00eb duan t\u00eb d\u00ebgjojn\u00eb p\u00ebr masat institucionale,vazhdojn\u00eb t\u00eb ngrisin \u00e7mimet eg\u00ebrsisht t\u00eb vet\u00ebdijsh\u00ebm se pa k\u00ebto produkte, pavar\u00ebsisht \u00e7mimit t\u00eb tyre, asnj\u00eb familje nuk mund ta tejkaloj\u00eb dit\u00ebn.<\/p>\n<p>Nd\u00ebrsa, \u00e7\u00ebshtje tjet\u00ebr t\u00ebr\u00ebsisht jan\u00eb \u00e7mimet e patundshm\u00ebrive, e sidomos tregu i banesave n\u00eb nd\u00ebrtesat kolektive, q\u00eb pas luft\u00ebs kan\u00eb mbi si k\u00ebrpudhat pas shiut, n\u00eb Kosov\u00eb. Tregu i banesave dhe p\u00ebrgjith\u00ebsisht i patundshm\u00ebrive, \u00ebsht\u00eb interesant, shum\u00eb i ve\u00e7ant\u00eb p\u00ebr t\u2019u analizuar, ngase, n\u00eb k\u00ebt\u00eb treg, fare nuk vlejn\u00eb parimet e tregut t\u00eb lir\u00eb, t\u00eb ofert\u00ebs dhe k\u00ebrkes\u00ebs, q\u00eb kudo n\u00eb bot\u00ebn kapitaliste p\u00ebrcakton \u00e7mimet e nj\u00eb produkti.<\/p>\n<p>N\u00eb Kosov\u00eb kemi treg shum\u00eb t\u00eb madh t\u00eb banesave, p\u00ebrkat\u00ebsisht ofert\u00eb t\u00eb st\u00ebrmadhe, nd\u00ebrkoh\u00eb q\u00eb n\u00eb vend q\u00eb t\u00eb ket\u00eb \u00e7mime m\u00eb pak shp\u00ebrthyese t\u00eb larta, kemi \u00e7mime enorme t\u00eb ngritura t\u00eb banesave, sidomos n\u00eb muajt, pas kriz\u00ebs s\u00eb pandemis\u00eb COVID 19 dhe shp\u00ebrthimit t\u00eb luft\u00ebs ruso-ukrainase dhe n\u00eb periudh\u00ebn q\u00ebkur Kosova \u00ebsht\u00eb p\u00ebrfshir\u00eb nga kriza globale e \u00e7mimeve nga ngitja enorme e materialeve p\u00ebr nd\u00ebrtim dhe nga kriza energjetike.<\/p>\n<p>N\u00eb k\u00ebt\u00eb periudh\u00eb, \u00e7mimet e banesave jan\u00eb ngritur ndjesh\u00ebm. S\u00eb fundi, sipas agjencive q\u00eb merren me paluajtshm\u00ebri \u00e7mimet e banesave n\u00eb Kosov\u00eb por edhe ato t\u00eb qirave jan\u00eb rritur rreth 25 p\u00ebr qind, rritje kjo e cila nga nd\u00ebrtimtar\u00ebt dhe tregtar\u00ebt e banesave paralajm\u00ebrohet t\u00eb vazhdoj\u00eb.<\/p>\n<p>\u00c7mimi i banesave t\u00eb nd\u00ebrtesat kolektive t\u00eb banimit, pas kriz\u00ebs s\u00eb pandemis\u00eb COVID 19 dhe shp\u00ebrthimit t\u00eb luft\u00ebs ruso-ukrainase ka sh\u00ebnuar ngritje t\u00eb madhe. Po t\u00eb krahasohen \u00e7mimet aktuale q\u00eb e dominojn\u00eb tregun e banesave n\u00eb Kosov\u00eb me \u00e7mimet e 1,5-2 vjetve t\u00eb kaluara, del q\u00eb ato t\u00eb jen\u00eb shkuar n\u00eb qiell.<\/p>\n<p>Nd\u00ebrsa, n\u00eb Kosov\u00eb, n\u00eb kryeqytet, sidomos, por edhe n\u00eb qendrat e tjera komunale, ka koh\u00eb q\u00eb ka num\u00ebr t\u00eb madh banesash n\u00eb treg, dhe trendi i nd\u00ebrtimeve po vazhdon hovsh\u00ebm, sadoq\u00eb nd\u00ebrtimtar\u00ebt pretendojn\u00eb ta minimizojn\u00eb ritmin imponues t\u00eb nd\u00ebrtimeve banesore. \u00cbsht\u00eb evidente pra, se n\u00eb Kosov\u00eb, gjithandej, n\u00eb kryeqytet, n\u00eb qendra te tjera komunale m\u00eb t\u00eb m\u00ebdha, por edhe n\u00eb ato m\u00eb t\u00eb vogla, po nd\u00ebrtohet shum\u00eb, megjith\u00eb faktin se ka koh\u00eb q\u00eb n\u00eb tregun e banesave n\u00eb vendin ton\u00eb dominon n\u00eb p\u00ebrmasa goxha t\u00eb m\u00ebdha oferta karrshi k\u00ebrke\u00ebs.<\/p>\n<p>Megjithat\u00eb, si\u00e7 shihet, dhe si\u00e7 d\u00ebshmojn\u00eb edhe t\u00eb dh\u00ebnat nga shitblerjet e banesave, krahas dominimit t\u00eb ofert\u00ebs dhe \u00e7mimeve enorme t\u00eb larta t\u00eb tyre, ka edhe goxha k\u00ebrkesa p\u00ebr shtiblerje. \u00c7mimi i banesave n\u00eb Kosov\u00eb, kudo, nga dita n\u00eb dit\u00eb, po vjen duke u ngritur vazhdimisht. Tani nj\u00eb met\u00ebr katror i nj\u00eb banese n\u00eb pjes\u00ebt e qendr\u00ebs s\u00eb Prishtin\u00ebs, flitet se po tregtohet me 2.000 e 3.000 euro, dhe p\u00ebrtej k\u00ebtyre shifrave, nd\u00ebrkoh\u00eb q\u00eb vjet ky \u00e7mim ka l\u00ebvizur nga 1.500 deri n\u00eb 2.000 mij\u00eb euro. Nj\u00ebsoj me \u00e7mime t\u00eb ngritura shum\u00eb, shiten edhe banesat n\u00eb lagjet n\u00eb af\u00ebrsi t\u00eb drejt\u00ebp\u00ebrdrejt me qendr\u00ebn, por edhe n\u00eb zonat m\u00eb periferike t\u00eb kryeqytetit, ku nj\u00eb met\u00ebr katror ka arritur n\u00eb 1.000 deri n\u00eb 1.500 euro, \u00e7mim ky q\u00eb n\u00eb vitin e kaluar sillej nga 750 deri n\u00eb 850 euro. \u00c7mimet e banesave jan\u00eb ngritur ndjesh\u00ebm edhe n\u00eb qendrat e tjera t\u00eb Kosov\u00ebs, dhe tani nj\u00eb met\u00ebr katror n\u00eb zonat e qendrave komunale thuaja askund nuk mund t\u00eb gjesh n\u00ebn 700-900 euro, nd\u00ebrkoh\u00eb q\u00eb n\u00eb vitet paraprake n\u00eb qytetet e shumta t\u00eb Kosov\u00ebs, edhe p\u00ebrgjat\u00eb zonave t\u00eb qendr\u00ebs, ka dominuar \u00e7mimi prej 400-500 eurosh.<\/p>\n<p>Sipas Indeksit t\u00eb Kostos s\u00eb Nd\u00ebrtimit (IKN) p\u00ebr tremujorin e dyt\u00eb 2022, t\u00eb Agjencis\u00eb s\u00eb Statistikave t\u00eb Kosov\u00ebs (ASK) t\u00eb b\u00ebr\u00eb publik koh\u00eb m\u00eb par\u00eb nd\u00ebrtimet sh\u00ebnuan ngritje p\u00ebr 2.2% n\u00eb tremujorin e dyt\u00eb 2022, krahasuar me tremujorin e par\u00eb t\u00eb k\u00ebtij viti. Nd\u00ebrkaq, krahasuar me \u00e7mimet e nd\u00ebrtimit n\u00eb tremujorin e dyt\u00eb t\u00eb k\u00ebtij viti me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb vitit paraprak, Indeksi i Kostos s\u00eb Nd\u00ebrtimit pati ngritje p\u00ebr 19.8%.<\/p>\n<p>Sado q\u00eb, thuaja askush, as nga nd\u00ebrtuesit, as nga agjencit\u00eb e tregtimit t\u00eb patundshm\u00ebrive, nuk flet p\u00ebr nivelin stratosferik t\u00eb \u00e7mimeve q\u00eb kan\u00eb arritur n\u00eb Kosov\u00eb, dhe nuk sakt\u00ebson \u00e7mimin e nj\u00eb banese, sipas llogarive t\u00eb thjeshta, \u00e7mimi i banesave edhe n\u00eb Kosov\u00eb, edhe pse tregu i nd\u00ebrtimeve duket i ngopur dhe i tejngopur, ka shkuar thuaja rreth p\u00ebrgjysm\u00eb m\u00eb lart\u00eb se sa ka qen\u00eb bie fjala n\u00eb tremujorin e tret\u00eb dhe t\u00eb kat\u00ebrt t\u00eb vitit 2020 dhe shum\u00eb m\u00eb lart\u00eb se n\u00eb t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb vitit 2021.<\/p>\n<p>Po, \u00e7ka thon\u00eb nd\u00ebrtimtar\u00ebt rreth k\u00ebtyre \u00e7mimeve dhe ku jan\u00eb shkaqet, sipas tyre, p\u00ebr gjith\u00eb k\u00ebt\u00eb shtrenjtim t\u00eb banesave n\u00eb Kosov\u00eb, edhe p\u00ebrkund\u00ebr faktit se ka ofert\u00eb t\u00eb madhe edhe numerikisht t\u00eb banesave n\u00eb treg.<\/p>\n<p>N\u00eb Shoqat\u00ebn e Nd\u00ebrtimtareve t\u00eb Kosov\u00ebs dhe agjencit\u00eb e patundshm\u00ebris\u00eb, thon\u00eb se rritja e \u00e7mimeve t\u00eb shitjes dhe qirave t\u00eb banesave ka ndodhur p\u00ebr shkak t\u00eb inflacionit dhe rritjes s\u00eb materialeve nd\u00ebrtimore. Ata madje theksojn\u00eb se kjo rritje e \u00e7mimeve t\u00eb materialeve nd\u00ebrtimore \u00ebsht\u00eb pothuajse 100 p\u00ebr qind n\u00eb krahasim me vitin 2020. Nd\u00ebrtimtar\u00ebt, kompanit\u00eb nd\u00ebrtimore q\u00eb kan\u00eb treg m\u00eb t\u00eb madh n\u00eb Prishtin\u00eb, theksojn\u00eb se \u00e7mimi i ngritur i banesave \u00ebsht\u00eb kryek\u00ebput pasoj\u00eb e ngritjes s\u00eb \u00e7mimeve t\u00eb materialit nd\u00ebrtimor, sidomos t\u00eb hekurit (arm\u00ebbetonit) dhe t\u00eb blloqeve e tullave t\u00eb nd\u00ebrtimit, i inflacionit dhe i kostos s\u00eb nd\u00ebrtimit t\u00eb nj\u00eb banese. Dhe, \u00ebsht\u00eb e v\u00ebrtet\u00eb se \u00e7mimet e hekurit dhe t\u00eb materialeve t\u00eb tjera t\u00eb nevojshme p\u00ebr nj\u00eb banes\u00eb jan\u00eb ngritur ndjesh\u00ebm, sidomos gjat\u00eb koh\u00ebs s\u00eb pandemis\u00eb COVID 19 dhe sidomos pas eskalimit t\u00eb luft\u00ebs ruso-ukrainase.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb institucioneve nd\u00ebrkomb\u00ebtare q\u00eb p\u00ebrcjellin ekzakt\u00ebsisht l\u00ebvizjen e \u00e7mimeve t\u00eb materialeve nd\u00ebrtimore, \u00e7mimi i hekurit (arm\u00ebbetonit) n\u00eb rajon m\u00eb 17 qershor ka qen\u00eb 1.350 dollar\u00eb p\u00ebr nj\u00eb tonelat\u00eb. Nd\u00ebrsa, nj\u00eb tonelat\u00eb e hekurit m\u00eb 9 qershor ka kushtuar 1.400 dollar\u00eb. Nga fillimi i k\u00ebtij viti, nj\u00eb tonelat\u00eb e hekurit \u00e7mimin m\u00eb t\u00eb lart\u00eb n\u00eb tregjet e rajonit e ka pasur m\u00eb 4 prill, kur nj\u00eb ton hekur p\u00ebr nd\u00ebrtimtari ka kushtuar 1.610 dollar\u00eb, nd\u00ebrsa me \u00e7mimin m\u00eb t\u00eb ul\u00ebt, ose 1.300 dollar\u00eb p\u00ebr nj\u00eb ton, hekuri \u00ebsht\u00eb tregtuar m\u00eb 18 maj, kan\u00eb transmetuar mediet e rajonit.<\/p>\n<p>Sipas nd\u00ebrtimtar\u00ebve t\u00eb Kosov\u00ebs, rritje t\u00eb madhe t\u00eb \u00e7mimeve n\u00eb vitin e fundit kan\u00eb pasur materialet, transporti dhe puna e nd\u00ebrlidhur me nd\u00ebrtim. Nj\u00eb nga nd\u00ebrtimtar\u00ebt potent\u00eb dhe goxha n\u00eb z\u00eb, n\u00eb tregun e banesave n\u00eb Kosov\u00eb, por q\u00eb do t\u00eb mbet\u00ebt anonim, p\u00ebr Buletinin Ekonomik ka dh\u00ebn\u00eb shifra konkrete t\u00eb ngritjes s\u00eb \u00e7mimeve t\u00eb materialeve. Sipas tij, nga fillimi i k\u00ebtij viti \u00ebsht\u00eb sh\u00ebnuar 60% rritje e \u00e7mimit t\u00eb hekurit. Dhe, ai parashikon se shum\u00eb shpejt\u00eb rritja e hekurit do t\u00eb arrij\u00eb n\u00eb 84 p\u00ebr qind. K\u00ebto jan\u00eb shkaqet kryesore, sipas nd\u00ebrtimtar\u00ebve t\u00eb vendit p\u00ebr rritj\u00ebn e \u00e7mimit t\u00eb banesave n\u00eb Kosov\u00eb.<\/p>\n<p>Mir\u00ebpo, sipas njoh\u00ebsve t\u00eb nd\u00ebrtimtaris\u00eb kosovare, \u00e7\u00ebshtja e \u00e7mimeve t\u00eb ngritura dhe karrshi k\u00ebtyre \u00e7mimeve t\u00eb larta prap se prap vazhdim\u00ebsia e k\u00ebrkes\u00ebs s\u00eb lakmueshme n\u00eb tregun e nd\u00ebrtimeve, n\u00eb Kosov\u00eb, \u00ebsht\u00eb m\u00eb komplekse dhe nuk \u00ebsht\u00eb vet\u00ebm rrjedhoj\u00eb e shtrenjtimit t\u00eb materialit t\u00eb nd\u00ebrtimit. Ata, e shpjeojn\u00eb anomalin\u00eb e ofert\u00ebs dhe k\u00ebrkes\u00ebs n\u00eb tregun e nd\u00ebrtimeve n\u00eb Republik\u00ebn ton\u00eb, p\u00ebrkat\u00ebsisht \u00e7mimet e norme t\u00eb larta dhe k\u00ebrkes\u00ebn pok\u00ebshtu goxha konstante dhe pa r\u00ebnie t\u00eb theksueshme p\u00ebr t\u00eb bler\u00eb banesa n\u00eb m\u00ebnyr\u00eb m\u00eb komplekse dhe m\u00eb t\u00eb detajuar. Sipas tyre, ndikim t\u00eb madh n\u00eb k\u00ebt\u00eb shp\u00ebrputhje evidente t\u00eb \u00e7mimeve t\u00eb larta t\u00eb ofert\u00ebs dhe k\u00ebrkes\u00ebs t\u00eb panndalshme p\u00ebr t\u00eb bler\u00eb banesa kan\u00eb n\u00eb radh\u00eb t\u00eb par\u00eb normat tep\u00ebr t\u00eb ul\u00ebta t\u00eb interesit nga bankat p\u00ebr parat\u00eb e deponuara t\u00eb qytetar\u00ebve, por edhe shitja me kredi, me rata pagese t\u00eb banesave (nga disa nd\u00ebrtimtar\u00eb pa kamat\u00eb fare).<\/p>\n<p>N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb qytetar\u00ebt, qoft\u00eb ata nga diaspora, qoft\u00eb vendor\u00ebt, e kan\u00eb par\u00eb leverdin\u00eb q\u00eb paran\u00eb e tyre ta investojn\u00eb n\u00eb patundshm\u00ebri, sidomos n\u00eb banesa, \u00e7mimi i t\u00eb cilave vet\u00ebm sa po ngritet, para se t\u2019i deponojn\u00eb n\u00eb bank\u00eb, ku fitimi \u00ebsht\u00eb fare simbolik, ose nuk ka fare fitim. M\u00eb konkretisht, nj\u00eb banes\u00eb 70-80 metra katror e bler\u00eb para 2-3 vitesh me \u00e7mimin 750-850 eurosh, tani mund t\u00eb shit\u00ebt me \u00e7mimin m\u00eb s\u00eb paku 1.100 euro metri katror\u00eb, dhe llogaritnni sa do t\u00eb fitoj\u00eb bler\u00ebsi i banes\u00ebs. Edhe, n\u00ebse ky bler\u00ebs vendos q\u00eb banes\u00ebn e bler\u00eb ta l\u00ebshoj\u00eb me qera, prap se prap fitimi \u00ebsht\u00eb ndjesh\u00ebm m\u00eb i madh se sa parat e kostos s\u00eb banes\u00ebs t\u00eb deponoheshin diku n\u00eb ndonj\u00eb bank\u00eb.
